CLEANDEVELOPMENTMECHANISMCDM-ARWG38-A05DraftA/RLarge-scaleMethodologyAR-ACM0003:AfforestationandreforestationoflandsexceptwetlandsVersion03.0–DraftSectoralscope(s):14CDM-ARWG38-A05DraftA/RLarge-scaleMethodology:AR-ACM0003:AfforestationandreforestationoflandsexceptwetlandsVersion03.0–Draft2of17COVERNOTE1.Proceduralbackground1.TheExecutiveBoard(hereinafterreferredtoastheBoard)ofthecleandevelopmentmechanism(CDM)atitsseventy-thirdmeetingagreedtoaworkprogrammeforimplementationofthestandardizedbaselinesguidelinefortheafforestationandreforestation(A/R)projectactivities(EB73annotations,annex7).TheagreedworkprogrammeprovidesforrevisionoftheapprovedA/RCDMmethodologiesinordertoallowuseofapprovedstandardizedbaselineswhenavailable.2.DraftrevisionsoftheA/RCDMmethodologieswerepreparedbythesecretariatandwereconsideredbytheAfforestationandReforestationWorkingGroup(A/RWG)atits38thmeeting.TheA/RWGagreedtolaunchacallforpublicinputsonthedraftrevisedmethodologiesascontainedinannexes4–7ofthereportofthe38thmeetingoftheA/RWG.3.TheA/RWGfurtheragreedtofinalizethedraftrevisionsaftertakingintoaccountpublicinputsreceivedinresponsetothecallandtorecommendthefinalizeddraftstotheBoardforitsapproval.4.Asnopublicinputswerereceivedinresponsetothecall,thedraftrevisionsofA/RCDMmethodologies,ascontainedinannexes4–7ofthereportofthe38thmeetingoftheA/RWG,arerecommendedbytheA/RWGforapprovaloftheBoard.2.Purpose5.ThisrevisionoftheapprovedA/RCDMmethodologiesaimstoallowprojectparticipantstouseapprovedstandardizedbaselineswhenavailable.3.Keyissuesandproposedsolutions6.ThefollowingapprovedA/RCDMmethodologiesareproposedtoberevised:(a)“AR-AM0014:Afforestationandreforestationofdegradedmangrovehabitats”;(b)“AR-ACM0003:Afforestationandreforestationoflandsexceptwetlands”;(c)“AR-AMS0003:SimplifiedbaselineandmonitoringmethodologyforsmallscaleCDMafforestationandreforestationprojectactivitiesimplementedonwetlands”;(d)“AR-AMS0007:SimplifiedbaselineandmonitoringmethodologyforsmallscaleCDMafforestationandreforestationprojectactivitiesimplementedonlandsotherthanwetlands”.7.IntheexistingversionsoftheapprovedA/RCDMmethodologiestheprojectparticipantshavethefollowingoptionsforthepurposeofdeterminationofbaselineanddemonstrationofadditionality:CDM-ARWG38-A05DraftA/RLarge-scaleMethodology:AR-ACM0003:AfforestationandreforestationoflandsexceptwetlandsVersion03.0–Draft3of17(a)Inlarge-scaleA/RCDMmethodologies,theprojectparticipantsarerequiredtousethe“CombinedtooltoidentifythebaselinescenarioanddemonstrateadditionalityinA/RCDMprojectactivities”;(b)Insmall-scale(simplified)A/RCDMmethodologies,theprojectparticipantsarerequiredtousethelistofbarriersprovidedintheappendixofthemethodologies.8.Thisrevisionprovidestheprojectparticipantstheadditionaloptionofusingapprovedstandardizedbaselinesforthepurposeofdeterminationofbaselineanddemonstrationofadditionality.9.Inthedraftrevisionoftheapprovedmethodology“AR-AM0014:Afforestationandreforestationofdegradedmangrovehabitats”,thenameanddescriptionofavariablerelatingtosoilorganiccarboninequation(3)wasalsocorrected.4.Impacts10.ThispresentrevisionsoftheapprovedA/RCDMmethodologieswillallowtheprojectparticipantstochoosetheadditionaloptionofusingapprovedstandardizedbaselinesforthepurposeofdeterminationofbaselineanddemonstrationofadditionality.11.TherevisionswillnothaveanyimpactonA/RCDMprojectactivit...
