reshiftedtomorningreducetheimpactcausedbytheparkingoffreightdeliveryoroff-peakhours,toreducetheimpactontrafficflow.vehicles,citieshavetakendifferentmeasures.Tokyo,Thirdly,time-limitedloadingbaysandloading/unloadingforexample,hasstipulatedaparkingtimelimitandzonesaresetuponroadspaces,occupyingmotorvehiclestrengthenedparkingfeechargingmodels.NewYorkhaslanes,bicyclelanesorsidewalks,whereparkingandstreetshifteddeliverytimesoutsideofregularbusinesshours,butspaceresourcesaretight.thesuccessofthisinitiativestillremainsratherlimitedintermsofanincreasedtotalnumberofoff-peakdeliveries,Inbrief,domesticcitiesandinternationalcitiesselectwhencomparedtopeak-hours.Temporarytestrunsforparkinglocations,andregulateparkingandtraveltimesofoff-peakdeliveriesweresuccessfulinLondonduringthelogisticsvehiclesreasonably,withthegoaltoincreasetheirOlympicGamesin2012butwerediscontinuedafterwardsdeliveryefficiency,decreasetheirimpactonotherroadduetoincreasedcostsandlowacceptanceratesamongstuserssuchasmotorvehicles,pedestrians,andcyclists,andbusinessesandretailclients,whopreferredtoreceivegoodsalleviatetrafficcongestion.duringtheirnormalopeninghours.Therefore,eveninthemostinnovation-friendlymetropoles,themanagementofparkingpoliciesremainsverychallengingingeneral.Citiesinthesedevelopedcountriesarecontinuingtoactivelyimplementvariousmeasurestoalleviatetheparking20ResearchontheSettingofTemporaryLoading/UnloadingZonesforNELV(2)Currently,domesticcitiespaymoreattentiontoCurrently,domesticcitiesmainlyfocusontheplanningthelocationselectionoftemporaryloading/unloadingofallocatingspacefortemporaryloading/unloadingzoneszones,andinternationalcitiesemphasisfocusesonforlogisticsvehicles,butthereisstillalackofrelevantthemanagementoftruckparking,withtheirpenaltyresearchonthemethodsusedwhensettingtheselocations.systemforillegalparkingbehaviorbeingmoresevere.Comparatively,theresearchininternationalcitiesonspatialplanningismoresystematicandin-depth.ForSomedomesticcitiesareactivelypromotingtheexample,London’sStreetscapeGuidancesystematicallyestablishmentoftemporaryloading/unloadingzonesfordiscussesthesettingprinciples,methodsandmanagementlogisticsvehiclesinaccordancewiththerequirementsmeasuresoftemporaryloading/unloadingzonesfortheoftheNationalDemonstrationProjectofGreenUrbancity.Freight.Therelevantinfrastructureconstructionisbeingstrengthened,andrelatedparkingfeereduction/exemptionWiththedevelopmentofglobalcarbonreductionwork,policiesarebeingimplemented.especiallyChina’sCarbonPeakandNeutralityStrategy,promotingNELVsisanimportantcomponentoftheIntermsofparkingmanagement,domesticcitiesdonotcarbonreductionmeasuresofthetransportationsector,imposehighpenaltiesonprivatecarsoccupyingtemporaryandisofgreatsignificancetotherealizationofChina’struckloading/unloadingzones,whichisdifferentthanCarbonPeakandNeutralityStrategy.Atpresent,neitherhowpenaltiesareapproachedbyinternationalcities.Fordomesticcitiesnorinternationalcitieshavepaidenoughexample,Londonimposesafineof€70to€150(£60toattentiontoemployascientificmethodforthesettingof£130)forparkingviolations.Itissuggestedthatdomestictemporaryloading/unloadingzonesforNELVs.Therefore,citiesstrengthenparkingmanagementtoensureparkingthisresearchfocusesonthesettingoftemporaryloading/availabilityforlogisticsvehicles,andtoregulatetheunloadingzonesforNELVs,andfindingsfromthisstudyparkingbehavioroflogisticsvehicles.willcontributetonotonlythedevelopmentofloading/unloadingzonessettingmethodsandtheories,butalsothe(3)InternationalcitiesindevelopedcountrieshavepromotionofNELVs.conductedmorein-depthplanningandresearchontruckparkingthandomesticcities,butthereisstillalackofin-depthstudiesonthesettingoftemporaryloading/unloadingzonesforNELVs.21StatusAnalysis3ResearchontheSettingofTemporaryLoading/UnloadingZonesforNELV3.1OverviewofUrbanDevelopment■Figure16Sub-districtsandtownofChanchengDistrict3.1.1LocationcharacteristicsSource:NICTPChanchengDistrictislocatedinthecenterofthePearl■Figure17DistancetosurroundingcitiesfromRiverDelta-oneofthemostflourishingeconomicChanchengDistrictregionsinChina.ChanchengDistrictisalsolocatedinthecentralurbanareaofFoshan,WestofthecentralurbanSource:NICTPareaofGuangzhou,makingChanchengajunctionintheGuangzhou-Foshanmetropolitanarea(seeFigure15).TheNanhaiDistrictofFoshanliesintheEast,West,andNorthofChancheng,andtotheSoutheastandSouthofChancheng,thenextDistrictistheShundeDistrictofFoshan.TheChanchengDistrictextends15kmfromNorthtoSouthand19kmwidefromEasttoWest,coveringanareaof153.88km2.Toprovideageographiccomparison,thisregionisbiggerthanParis,France(105km2).ChanchengDistricthasthreesub-districtsandonetown-Zumiao,Shiwan,Zhangcha,andNanzhuangTown(seeFigure16).Amongthem,Zumiaoislocatedintheoldcityarea,thecoreareaofChanchengDistrict,andthePeople’sGovernmentofChanchengisonDafuSouthRd,Zumiao.ChanchengDistricthassignificantadvantagesfor3.1.2EconomicdevelopmenttransportasitislocatedalongtheBeijing-GuangzhounationaltransportationcorridorandthecoastalThesocialeconomyofChanchengDistrictisgrowingtransportationcorridor.Chanchengisl
