of17SDGs(iv)thePlatinumSDG+label(Level4):byachieving5outof17SDGsor(v)theDiamondSDG+label(Level5):byachievingmorethan5outof17SDGs3.Theprocessstipulatedin:(a)Paragraph2(a)aboveismandatoryandtheGCCProjectActivityshallataminimumreduceGHGemissions–thisiscalledtheminimumperformancetrack;and(b)Paragraph2(a)and(c)abovearevoluntary–thesearecalledtheratedperformancetrack.4.ForallProjectActivities,theProjectOwnersshallidentifytheprojectType(TypesA1,A2,B1orB2),aspersection4below,andcompletetheProjectSubmissionForm(PSF),clearlyidentifyingtherequirementsincludingthecertificationlabelsand/ormarketeligibility(e.g.,CORSIA)theytarget.ThechoicemadebytheProjectOwnersinthePSF(includingonthecoverpage)shallbecomeapackageofrequirementsagainstwhichtheGHGVerifier,theGCCOperationsTeamandtheSteeringCommitteeshallassessandevaluatetheprojectthroughouttheprojectcycle.TheGCCOperationsTeamcanbecontactedatoperations@globalcarboncouncil.com5.ProjectOwnersshallindicatetheirchoiceex-anteinthePSFandreflectitintheMonitoringReport,whichshallbeverifiedbyapprovedGCCVerifiersatboththeProjectVerificationandtheEmissionReductionVerificationstagesoftheprojectcycle.6.Thisstandardhasbeendevelopedbasedontherequirementsofsection3oftheProgramManual,3whichistheoverarchingprogramdocumentthatprovideslinkstovariousGCCdocumentscontainingtherulesandrequirementsgoverningtheGCCProgram.7.TheProgramDefinitionsdocumentprovidesdefinitionsoftheterms4usedinthisdocumentandshallbereferredtowhenapplyingtheProgramStandard(thisdocument).8.TherequirementsstipulatedintheProgramManualandtheVerificationStandardshallalsoapplytoProjectOwnersandtoGCCVerifiers,toensureconformancewhenapplyingtheProgramStandard.2Purpose9.ThepurposeoftheProjectStandardisto:(a)EnsurethatdocumentationpreparedbyProjectOwnersandsubmittedtotheGCCProgramthroughouttheprojectcycleisofhighquality;and(b)DescribethespecificrequirementsapplicabletoProjectOwnerswhointendtodevelopGCCProjectstoreduceGHGemissionsandtosubmitrequestsforregistrationand3GCCdocumentsavailableonwebsite:www.globalcarboncouncil.com/resource-centre.html4WhileusinganyGCCdocument,theterms/definitions/acronymsandthenamesoftheregulatorydocumentsreferredhavetheirfirstlettercapitalized(e.g.,theProjectStandard).GlobalCarbonCouncilProjectStandard8of34issuanceofcarboncredits(ApprovedCarbonCreditsorACCs)undertheGCCProgramaswellasapplicationsforadditionalcertificationlabels(SDG+andE+/S+).53Principles10.Inaddition,totheprinciplesdefinedbyISO14064-2,thefollowingprinciplesguidethedesignandimplementationofGCCProjectActivitiesandthemonitoringofGHGemissionreductionsornetanthropogenicGHGremovals,withtheaimofensuringtheenvironmentalintegrityofGCCprojectactivities.(a)Additional:TheProjectOwnersshalldemonstratethatanthropogenicGHGemissionsarelessthanthosethatwouldhaveoccurredintheabsenceoftheProjectActivity.(b)AvoidanceofDoubleCounting:TheProjectOwnersshallensurethattheGHGemissionreductionsgeneratedbytheGCCprojectactivityarenotappliedmorethanoncetowardanyemission-reductiontargetorinmorethanoneemissionsinventory.(c)IndependentlyAudited:AllGHGemissionreductionsresultingfromGCCprojectsshallbeverifiedbyanindependentauditor–unlessexemptionsareprovidedbytheGCCRules(e.g.,forprojecttypeB2)–withtheexpertisenecessarytounderstandthecontextofboththecountryandthesectorinwhichtheprojectisimplemented,withanaimtoprovideareasonablelevelofassurancetotheGCCProgramthattheyarecredible.AlloftherequirementsestablishedintheapplicableversionofISO14064-3shallbecompliedwith.(d)Compliancewithlegalrequirements:TheOwnersofGHGemission-reductionprojectsshalldemonstratethattheycomplywithallapplicablehost-countrylegalrequirements6,withcompliancefocusedatprojectlevelscope.(e)Legallybinding:GHGemission-reductionprojectsthatareimplementedastheresultofanenforcedlegalmandate(governmentregulation,law)cannotbesubmittedtotheGCCasemission-reductionprojects.(f)Quantifiableemissionreductions:AllGHGemissionreductionsshallbequantifiableusingrecognizedmeasurementtools(includingadjustmentsforuncertaintyandleakage)againstacredibleemissionsbaseline.(g)PermanentEmissionReductions:WhereGHGemissionreductionsaregeneratedbyprojectsthatcarryariskofreversibility,adequatesafeguardsshallbeinplacetoensurethattheriskofreversalisminimizedandthat,shouldanyreversaloccur,theequivalentamountofemissionreductionsshallbereplacedorcompensatedbytheProjectOwner5TheothervoluntaryrequirementsrelatedtoadditionalcertificationlabelsoncontributiontoSDGs(SDG+),do-no-net-harmtoEnvironment(E+)andSociety(S+),HostCountryAttestationsonDoubleCountingforCORSIAarecontainedinseparateGCCdocumentsavailableontheGCCwebsiteandshallbereferredto.6Thelegalrequirementsinclude:demonstrationoftheProjectOwnertobetheregisteredlegalentityinthehostcountry(e.g.,factoryorplantorprojectlicences);approvalfromtheenvironmentalauthority(e.g.,consentstoestablish,consenttooperate,etc);approvalfromthehealthandsafetyauthority(e.g.,boilersafetycertificate,safetyapprovals,etc.);electricityapprovals,etc.).GlobalCarbonCouncilProjectStandard9of34or/andtheGCCVerifierasperthetermsandconditionsandtheliabilityprovisionsstipulatedintheGCCVerifieragreement.(h)Real:TheProjectOwners,inordertoensurerealemissionreductions,shallprovethattheirGHGemission-reductionprojectshavebeendesigned,implemented,andmonitoredaccordingtotheregisteredprojectdocumentationapprovedbytheGCCProgramandasrequiredbytheProgramProcess.(i)Transparency:TheProjectOwnersshalldisclosesufficientandappropriateProjectActivity-relatedinformationinatruthfulmannertoallowtheintendedusers7tomakedecisionswithreasonableconfidence.Inordertomakedecisionsonprojectregistrationandapproval,andmethodologyapprovalwithreasonableconfidence,theGCCProgramrequiresthatproject-andmethodology-relateddata/informationbetakenfromcrediblesourcesandmadetransparentlyavailabletopublicstakeholdersforcomments.TheGCCProgramshallnotdiscloseproprietaryorconfidentialinformationmarkedassuchbyProjectOwners,withoutthewrittenconsentoftheprovideroftheinformation,exceptasrequiredbynational/regionallawandGCCrules.Inthiscontext,informationusedtodeterminetheadditionalityoftheprojectactivity,thedescriptionofthebaselinemethodologyanditsapplication,andinformationsupportingUNSDGcontributions,environmentalandsocialimpactanddo-no-net-harmassessmentstudies,andissuesrelatedtoenvironmentalintegrityanddoublecountingshallnotbeconsideredasproprietaryorconfidential.4ProjectTypes11.Thissectiondefinestwobroadtypesofprojects(TypeAandTypeB)thatareeligibleundertheGCCProgram.Bothprojecttypesarerequiredtohavestartedoperationsonorafter1January2016.8(a)TypeA:TheseincludeprojectsthatarenotregisteredunderanyGHGProgram,includingtheCDM.9TosubmitsuchtypeofprojectstotheGCCProgram,theProjectOwnersshallrefertotheProgramProcessandfollowtheentireprojectcycleforregistrationandissuanceofACCs:(i)TypeA1:Thestartdateofoperations10forsuchGCCprojectsshallbeonorafter5July202011andafterthedateofsubmissionofacompleteregistrationrequesttotheGCCProgram.ThestartdateoftheCreditingPeriodofsuchGCCProject7IntendedusersincludeProjectOwners,GCCVerifiers,theGCCAdvisoryBoardandGCCSteeringCommittee,theGCCOperationsteam,theGCCRegistry/IHSMarkit,nationalauthoritiesandlocalandotherstakeholders.8CORSIApilotphasevintageeligibilitycriteriarequirethatfirstcreditingperiodofProjectmuststartonorafter1January2016.TheGCCProgramalsostartedon1Jan2016.9SomeprojectsmayhavesubmittedanewCDMmethodologyoritsrevision,oraCDMprior-considerationform,orstartedCDMglobalstakeholderconsultationorCDMvalidationprocesses,butnotbeenregistered.10AspertheGCCrules,thestartdateofoperationsoftheGCCProjectActivityistheearliestdatewhenemissionreductionsaregeneratedbytheProject.11ThedateofapprovalofthisdocumentbytheGCCSteeringCommitteeis5July2020.GlobalCarbonCouncilProjectStandard10of34Activitiesshallbeonorafter5July202012butnotmorethanoneyear13afterthestartdateoftheoperationsoftheGCCProjectActivity.(ii)TypeA2:Thesetypesofprojectsareprompt-startandhadalreadystartedtheiroperationsasof5July2020.14Theirstartdateofoperationsshallbeafter1January2016butbefore5July2022.15ThesetypesofprojectsshallsubmitcompleteregistrationrequeststotheGCCProgramnolaterthan5July2022.16ThestartdateoftheCreditingPeriodforsuchGCCProjectActivitiesshallbeonorafter1Jan2016butnotmorethanoneyear17afterthestartdateoftheoperationsoftheGCCProjectActivity.(b)TypeB:Theseprojectsincludeallde-registeredCDMprojectswhoseProjectOwners(orProjectParticipantsaspertheCDMGlossaryofTerms)wishtoregisterthemwiththeGCC.ThestartdateoftheCreditingPeriodofsuchGCCprojectsshallbeafter1Jan2016andthesameasthatstipulatedintheregisteredCDMProjectDesignDocument(asuploadedontheUNFCCCwebsite).SuchprojectshavepreviouslybeenregisteredundertheCDM,whichimpliesthattheyhavedemonstratedcompliancewithCDMrequirementsandGCCRulesrelatedtoGHGemissionreductions(includingCDMmethodology,globalstakeholderconsultation(GSC),localstakeholderconsultation(LSC),Additionality,andEnvironmentalimpacts).Forsuchde-registeredCDMprojects,ACCscanonlybeissuedbyGCCProgramafterde-registrationwiththeCDMandfortheremainingCreditingPeriodforwhichCERshavenotbeenissuedbytheUNFCCCCDMExecutiveBoard,subjecttoaceilingofthe10-yearcreditingperiodthatisallowedundertheGCCProgram.TheprojecttypeBisclassifiedintotwosub-types(B1andB2)dependingonwhetherornottheProjectOwnerswishtoapplyforadditionallabels(SDG+,E+andS+andthemarketeligibilityflag(e.g.,CORSIA)).ForsubmittingsuchprojectstotheGCC,theProjectOwnersshallfollowtheprojectcycle,asstipulatedinsections3.1and3.2oftheProgramProcess,foreachprojecttype(B1orB2).(i)TypeB1-WithAdditionallabels:Bydefault,suchprojectscomplywiththeGCCRulesrelatedtoGHGemissionreductions.Therefore,theyarenotrequiredtoconduct/repeatprocessesalreadyconductedunderCDMregistrationrelatedtodemonstrationofGHGemissionreductions.TheProjectOwnersshallberequiredtodemonstratecompliancewithrequirementsforregistrationwithadditionallabels(SDG+,E+andS+)andthemarketeligibilityflag(e.g.CORSIA),iftheychoosetodoso.Forsuchprojects,theProjectVerificationbyanapprovedGCCVerifierisonlyrequiredforverifyingthegapsandpartoftheadditional12Seefootnote1113Incaseofdelaybymorethanoneyear,th rogramProcess,withadditionallabels(SDG+,E+andS+)andthemarketeligibilityflag(e.g.,CORSIA),asperparagraph14(c).(b)TypeB2-WithoutAdditionallabels:ComplybydefaultwiththeGCCRulesrelatedtoGHGemissionreductionsasstipulatedinparagraph14(c)((i)).Forsuchprojecttype,theProjectOwnersdonotrequiretoconductGSC,butshalldirectlysubmitregistration18Refertofootnote8.19Refertofootnote6GlobalCarbonCouncilProjectStandard13of34requeststotheGCCProgrambasedontheirCDMRegistrationaspertheProgramProcess.18.TheProjectverificationbyanapprovedGCCVerifierisrequiredforTypeB1projectsbutisnotrequiredforTypeB2projects.6GenericandSpecificRequirements19.Clause1ofISO14064-2stipulatesthattheGCCProgramrequirementsareadditionaltotheISO14064requirements.ThegenericrequirementsoftheGCCProgramarebasedonInternationalStandardISO14064-2andISO14064-3,whereasthespecificmandatoryrequirementsoftheGCCProgramarestipulatedintheProjectStandard(thisdocument)andrespectiveCDM/GCCmethodologies.TherequirementsintheProjectStandardprovidespecificmandatoryrequirementsfordevelopingGCCprojectsandfocusprimarilyontheProjectOwners.20.TheProjectOwnersshallrefertoAPPENDIX1,whichlinkstheGCCrulesandrequirementsforprojectdevelopment,implementationandmonitoringwithISO14064-2requirements.21.TheProjectOwnershallconsiderthefollowingcriteriawhenapplyingGCCrulesandrequirements:(c)Asrequiredbyclause1ofISO14064-2,therulesandrequirementsoftheGCCProgramshalltakeprecedenceincaseswhereISO14064-2requirementsprohibitaProjectOwnerfromcomplyingwithaGCCProgramrequirement;and(d)TheprioritizationofvariousrulesandrequirementswithintheGCCProgramshallbehandledasperthehierarchyofdocumentsstipulatedintheGCCProgramFramework.6.1GenericRequirementsRelatedtoApplicableRules22.ProjectOwnersshallensurethattheproposeGCCProjectActivitiescomplywithallofthemostrecentGCCrulesandrequirementsapplicabletotheProjectActivityatallstagesoftheprojectcycle,includingProjectActivitydesign,implementation,monitoringuntilrequestforissuanceofACCs.23.WhereexternaldocumentsarereferencedintheapplicableGCCregulatorydocuments,themostrecentversionofthedocumentshallbeused.24.NewrequirementsintheGCCregulatorydocumentsshallnotbeappliedretroactivelytoregisteredprojects.6.2GenericRequirementsRelatedtoDesigningProjectActivities25.WhendesigningaGCCProjectActivity,theProjectOwnersshallconsiderandapplythelatestversionsoftheProjectStandard(thisdocument)andapplicableregulatorydocumentsreferencedintheProjectStandard,includingtheProjectSubmissionForm(PSF),asadoptedbytheGCCProgramandavailableatthetimeofuploadingtheprojectdocumentationforGlobalStakeholderConsultation(GSC)oftheProjectSubmission,asrequiredbytheProgramProcess.26.UnderGCCRules,anyProjectOwnerseekingtodesignaGCCProjectActivityshallapplythelatestversionsofeitheraGCCapprovedmethodologyormethodologiesandtoolsGlobalCarbonCouncilProjectStandard14of34approvedunderUNFCCC’sCleanDevelopmentMechanism,availableatthetimeofsubmissionofprojectdocumentstotheGCC,asrequiredbytheProgramProcess,forconductingaGlobalStakeholderConsultation(GSC).Indoingso,theBaselineandMonitoringMethodologiesshallbeappliedinfull,includingthefullapplicationofanytoolsorguidancereferredtobyamethodology.TheProjectOwnersshallcomplywiththegraceperiodofthemethodologies,asapplicable.TheCDMmethodologiescarryagraceperiodof240days(referCDM/UNFCCCwebsite)whileGCCmethodologiescarryagraceperiodof30days(referProgramProcess).TheProjectshallalsocomplywiththeCDMRulesforapplyingsmall-orlarge-scalemethodologies,includingthoseregardingemission-reductionthresholds.27.IftheCDMorGCCBaselineandMonitoringMethodologydoesnotfitthespecificprojectordoesnotexist,theProjectOwnersshallinformtheGCCOperationsTeam.TheGCCOperationsTeam,onbehalfoftheGCCProgram,shalldevelopsimplifiedanduser-friendlyBaselineandMonitoringMethodologiesforprojectsonacase-by-casebasisasperthedemandsandprioritiesoftheProgram.Wherenecessary,theGCCProgramshalldeveloprevisionstoGCCmethodologiesincollaborationwithProjectOwnersandseekapprovaloftheSteeringCommitteebeforeaProjectOwnercanusetherevisedmethodology.AllnewandrevisedmethodologiesshallbeapprovedbytheGCCSteeringCommittee.28.ProjectOwnersshallapplyGlobalWarmingPotentials(GWPs)asstipulatedbelow:(a)Projectdevelopmentstage:(i)FortypeAprojects,usetheGWPasstipulatedinthelatestversionoftheIPCCGuidelinesavailableatthetimeofsubmissionofprojectdocumentstotheGCCforconductingaGlobalStakeholderConsultation.ThisrequirementshallapplynotwithstandinganyGWPsstipulatedintheCDMmethodologyandmethodologicaltoolsthatareappliedinrelationtothespecificProjectActivity;and(ii)FortypeBprojects,usetheGWPasstipulatedintheregisteredProjectSubmissionForm,whichappliesthesameGWPasstipulatedintheCDMPDDtocalculatetheGHGemissionreductionsornetanthropogenicGHGremovalsachievedbytheGCCProjectActivity.(b)ImplementationandMonitoringStage:FortypeAandBprojects,usetheGWPasstipulatedintheregisteredProjectSubmissionFormtocalculatetheGHGemissionreductionsornetanthropogenicGHGremovalsachievedbytheGCCProjectActivity.29.ProjectOwnerswishingtohaveaproposedGCCProjectActivityverifiedbyaGCCProjectVerifiershallprepareaProjectSubmissionFormusingthevalidversionoftheapplicablePSFavailableontheGCCwebsite.30.WhencompletingthePSF,ProjectOwnersshallfollowtheinstructionsthereinandprovideallnecessaryinformationanddocumentationtodemonstratecomplianceoftheproposedGCCProjectActivitywithallapplicablerequirementsinthisStandardandotherapplicableGCCrulesandrequirements.31.ForTypeA1,A2andB1projects,theregistrationrequestshallbesubmittedtotheGCCProgramwithinoneyearfromthedateofsubmissionofprojectdocumentsforconductingaGlobalStakeholderConsultation.Otherwise,theGSCshallberepeatedwiththeapplicableversionsoftheGCCregulatorydocumentsandtheapplicablemethodology.GlobalCarbonCouncilProjectStandard15of346.3GenericRequirementsRelatedtoImplementingandMonitoringProjectActivities32.WhenimplementingandmonitoringaregisteredGCCProjectActivity,theProjectOwnersshallconsiderandapplythelatestversionsoftheProjectStandard(thisdocument)andanyapplicableregulatorydocumentsreferencedintheProjectStandardincludingtheMonitoringReportFormandtheinstructionstherein,asadoptedbytheGCCProgramandavailableatthetimeofsubmissionofaMonitoringReporttotheGCC,priortoconductingEmissionReductionVerification,asrequiredbytheProgramProcess.33.ProjectOwnerswishingtohavetheirGHGemissionreductions,generatedbytheimplementedregisteredGCCProjectActivity,verifiedbyaGCCEmissionReductionVerifiershallprepare,foreachmonitoringperiod,aMonitoringReportusingthevalidversionoftheMonitoringReportFormavailableontheGCCwebsite.34.WhencompletingaMonitoringReportForm,theProjectOwnersshallfollowtheinstructionsthereinandprovideallnecessaryinformationanddocumentationtodemonstratecomplianceoftheimplementedregisteredGCCProjectActivityandmonitoredGHGemissionreductionsornetanthropogenicGHGremovalswithallapplicablerequirementsintheProjectStandard(thisdocument)andotherapplicableGCCrulesandrequirements.6.4SpecificRequirementsRelatedtoDesignofProjectActivity35.ForsubmissionofprojectstotheGCCProgramforregistration,ProjectOwnersshallfollowthespecificrequirementsstipulatedbelow,inadditiontotherequirementsstipulatedintheProjectSubmissionFormandapplicableCDMorGCCMethodology.6.4.1ProjectDescription36.ProjectOwnersshallusetheGCCProjectSubmissionForm(PSF)toprovidethedetailsoftheGHGemission-reductionActivity,includingschematics,specificationsandadescriptionofhowtheprojectreducesGHGemissions.6.4.2ProjectOwnership37.ProjectOwnersshallprovidedocumentaryevidenceestablishingconclusivelyanyright-of-usearisingbyvirtueofastatutory,proprietaryorcontractualrightoftheplant,equipment,processormeasurethatgeneratesGHGemissionreductionsandisaccordedtotheProjectOwner.6.4.3ProjectStartdate38.Theprojectstartdateisthedateofstartofoperationsoftheproject.Theprojectstartdateshallbeafter1January2016andistheearliestdateonwhichtheprojectbeginsgeneratingGHGemissionreductions.6.4.4ProjectCreditingPeriod39.CreditingperiodsforallGCCprojecttypesaredeterminedintherelevantBaselineandMonitoringMethodologiesandrefertheminimumofeithera10-yearperiodoraconservativeestimateofthetechnicallifetimeoftheinstalledtechnologiesorimplementedmeasures,whicheverisshorter.40.Thestartdateofthecreditingperiodshallbe:GlobalCarbonCouncilProjectStandard16of34(a)ForTypeA1ProjectActivities:after5July202020butnotmorethanoneyear21afterthestartdateoftheoperationsoftheGCCProjectActivity;(b)ForTypeA2ProjectActivities:after1Jan2016butnotmorethanoneyear22afterthestartdateoftheoperationsoftheGCCProjectActivity;and(c)ForTypeBProjectActivities:after1Jan2016andsameasthatstipulatedintheCDMPDD(asuploadedontheUNFCCCwebsite).6.4.5ProjectScale41.ProjectOwnersshallprepareanestimateofexpectedannualemissionreductionsovertheprojectcreditingperiodandrecordthisinthePSF.42.UnliketheCDM,theGCCProgramdoesnotdifferentiatebetweensmallandlarge-scaleProjectActivities.However,ifaGCCProjectActivityproposestoapplyasmall-scaleCDMmethodology,theProjectActivityshallcomplywiththethresholdofsmall-scaleprojectsasdefinedbytheCDMrules.ForProjectActivitiesapplyingsmall-scaleCDMmethodologiesandfallingunderthethresholdformicro-scaleprojectactivitiesasdefinedundertheCDM,thesimplifiedCDMrulesandrequirementsformicroscaleCDMprojectactivitiesmaybeutilized.Inordertodoso,theProjectOwnersshallindicateanddemonstratethattheProjectActivityqualifiesforthemicroscaleprojecttypesandthresholdsdefinedbyCDM.6.4.6ProjectLocation43.ProjectOwnersshallprovidedetailsofthephysical/geographicallocationoftheProjectActivity,includinginformationthatallowsitsuniqueidentification(bysinglegeodeticcoordinates,aphysicaladdressandamap).6.4.7ProjectBoundary44.ProjectOwnersshalldefinetheboundaryoftheproposedproject,includingthephysicaldelineationoftheprojectandtheemissionsourcesandGHGsthatareincludedinthebaselineandprojectscenarios,inaccordancewiththeappliedBaselineandMonitoringMethodology.6.4.8ProjectAdditionality45.TheGCCappliesthefollowingapproachfordemonstratingadditionality,consistingoftwocomponents:(a)ALegalRequirementTest;and(b)AnAdditionalityTesteitherbasedonaPositiveListtestoraprojects-specificadditionalitytest.(i)LegalRequirementTest46.TypeAprojectsshallbedeemednon-additionaliftheirimplementationisrequiredbyalawthatisenforced.Apositiveoutcomeofthelegalrequirementtestensuresthateligibleprojects(andtheGHGemissionreductionsthattheyachieve)wouldnothaveoccurredinordertocomplywithfederal,stateorlocalregulations,orotherlegally-bindingmandates.A20Refertofootnote11.21Refertofootnote13.22Refertofootnote13.GlobalCarbonCouncilProjectStandard17of34projectpassesthelegalrequirementtestwhentherearenoenforcedlaws,statutes,regulations,courtorders,environmental-mitigationagreements,permittingconditionsorotherlegally-bindingmandatesrequiringitsimplementation,orrequiringtheimplementationofasimilartechnology/measurethatwouldachieveequivalentlevelsofGHGemissionreductions.Voluntarycommitments/agreementswithinasectororbyanentitydonotconstitutethelegalrequirements.47.Thespecificprovisionsofthelegalrequirementtestmaydifferdependingontheprojecttypeandtheapplicablemethodology.48.TypeBprojectsarenotrequiredtodemonstratethisrequirement.(ii)AdditionalityTests49.ProjectOwnersshalldemonstratetheadditionalityoftheProjectActivityinaccordancewiththeappliedCDMorGCCmethodologies,whichrequiresdemonstrationthattheanthropogenicemissionsofGHGemissionsbysourcesarereducedbelowthosethatwouldhaveoccurredintheabsenceoftheproposedGCCProjectActivity.50.Ifrequiredbytheappliedmethodology,theProjectOwnersofaproposedGCCProjectActivityshalldemonstrateadditionalityfollowingthe:(a)Methodologicaltool:Investmentanalysis;or(b)Guidelinesforobjectivedemonstrationandassessmentofbarriers.51.Ifrequiredbytheappliedmethodology,theProjectOwnersofaproposedGCCProjectActivityshalldemonstrateadditionalityfollowingthe:(a)Methodologicaltool:Additionalityoffirst-of-its-kindprojectactivities;or(b)Methodologicaltool:Commonpractice.52.IftheGCCProjectActivityappliesatechnology,fuelorfeedstocklistedunderapositivelist,theProjectActivityisdeemedautomaticallyadditional.PositivelistsincludetheGlobalPositivelistandtheRegionalPositivelistandidentifyabroadsetofabatementactivitiesthataredeemedadditional.(a)GlobalPositivelist:ThislistisprovidedintheCDMTool3223:MethodologicalTool–PositiveListofTechnologies.(b)RegionalPositiveList:ThislistwillbedevelopedbytheGCCProgrambasedonresearchandanalysisapplyingcrediblesourcesofinformationandwillbeprovidedintheapplicableGCCmethodology.53.FordemonstratingadditionalityofproposedGCCProjectActivitiesthatapplysmall-scaleCDMmethodologiesthatdonotrefertospecificadditionalityrequirements,theProjectOwnersshallapplyoneofthefollowing:(a)TheMethodologicaltool:Demonstrationofadditionalityofsmall-scaleprojectactivities.Insuchcases,theProjectOwnersshouldalsofollowtheNon-bindingbestpracticeexamplestodemonstrateadditionalityforSSCprojectactivitiesand,wherenecessary,anyapplicableadditionalitytool;23https://cdm.unfccc.int/methodologies/PAmethodologies/tools/am-tool-32-v2.0.pdfGlobalCarbonCouncilProjectStandard18of34(b)TheMethodologicaltool:Demonstrationofadditionalityofmicroscaleprojectactivities,ifthescaleoftheProjectActivityiswithintheapplicablemicro-scalethreshold.54.TheStandardforDevelopmentofMethodologiescontainsthecriteriafordemonstratingadditionalitythatshallbeappliedbytheGCCMethodologiesundertheGHGProgram.Thisstandardreferstovariousglobalpositivelists,CDMtoolsandguidelinesthatshallbeappliedinGCCmethodologiesfordemonstratingadditionality.6.4.9BaselineScenariosforGCCProjects55.ProjectOwnersshalleitherdeterminethebaselinescenariofortheprojectinaccordancewiththerequirementssetoutinthemethodologyappliedtotheprojectoruseadefaultbaselinescenarioprovidedinthemethodology.56.ProjectOwnersshalldemonstratetheequivalenceintypeandlevelofserviceprovidedbyalternativescenariosand,whereappropriate,shallexplainanysignificantdifferencesbetweentheprojectandthebaselinescenario.57.Indevelopingthebaselinescenario,ProjectOwnersshalljustifyassumptions,valuesandproceduressothatthemostplausiblebaselinescenarioleadstoaconservativeestimationofGHGemissionreductions.6.4.10ProjectEmissionReductions58.ProjectOwnersshallprovidecalculationsofbaseline,projectandleakageemissionsaswellasGHGemissionreductionsresultingfromtheproposedProjectActivityforeachyearofthecreditingperiod,inaccordancewiththeselectedBaselineandMonitoringMethodology.59.IftheselectedBaselineandMonitoringMethodologyincludesdifferentscenarios,optionsordefaultvaluesforvariousparameters,ProjectOwnersshalljustifytheirselectionfortheproposedprojectwhenestimatingtheemissionreductionsoftheproject.6.4.11ProjectMonitoring60.ProjectOwnersshallprovideplansforinstallingtechnologiesorimplementingmeasuresandoperatingandmonitoringtheprojectassetoutbytheappliedBaselineandMonitoringMethodology.6.4.12ProjectRecordsandInformation61.ProjectOwnersshallensurethatalldocumentsandrecordsarekeptinasecureandretrievablemannerforatleasttwoyearsaftertheendoftheprojectcreditingperiod.62.Forverificationpurposes,ProjectOwnersshallmakeavailabletotheGCCVerifierthesupportinginformationanddataintheprojectdescription,evidenceoftheirrightofuse,andevidenceofsuccessfulinstallationofthetechnologiesorimplementationofmeasures.6.5SpecificRequirementsforProjectImplementationandMonitoring63.TheProjectOwnersshallimplementandoperatetheregisteredGCCProjectActivityinaccordancewiththedescriptionintheregisteredPSF,includingallphysicalandtechnicalfeatures.64.TheProjectOwnershallmonitortheregisteredGCCProjectActivityanditsGHGemissionreductionsornetanthropogenicGHGremovalsinaccordancewiththeregisteredmonitoringplan.GlobalCarbonCouncilProjectStandard19of3465.TheProjectOwnershalldescribetheimplementedregisteredGCCProjectActivityandmonitoredGHGemissionreductionsornetanthropogenicGHGremovalsinthemonitoringreporttodocumenthowtheimplementationandmonitoringwereconducted.66.Whendescribingimplementationandmonitoring,theProjectOwnersshallprovidethefollowinginformationinMonitoringReportsregardingtheimplementedregisteredGCCProjectActivity:(a)TitleandGCC/UNFCCCreferencenumberoftheProjectActivity;(b)NameoftheProjectOwnerinvolved;(c)LocationoftheProjectActivity;(d)Titles,versionsandGCC/UNFCCCreferencenumbersoftheappliedmethodologiesand,whereapplicable,themethodologicaltoolstowhichtheappliedmethodologiesrefer;(e)Type,startdateanddurationofthecreditingperiod;(f)Monitoringperiodnumberanddatesofcoverage.6.5.1DescriptionofimplementedregisteredProjectActivity67.TheProjectOwnersshallprovideadescriptionoftheimplementedregisteredGCCProjectActivityintheMonitoringReportsasfollows:(a)Descriptionoftheinstalledtechnologies,processesandequipment;(b)InformationontheimplementationandactualoperationoftheProjectActivity,includingrelevantdates(e.g.construction,commissioning,startofoperation).ForaProjectActivitythatconsistsofmorethanonesite,theProjectOwnersshalldescribethestatusofimplementationandstartdateofoperationforeachsite.ForaProjectActivitywithphasedimplementation,theProjectOwnersshallindicatetheprogressoftheProjectActivityachievedineachphase.68.TheProjectOwnershallindicatewhetherthereareanytemporarydeviationsfromtheregisteredmonitoringplan,theappliedmethodologies,ortheotherappliedmethodologicalregulatorydocuments,orpermanentchangestotheregisteredGCCProjectActivity(hereinafterreferredtoaspost-registrationchanges).6.5.2Descriptionofmonitoringsystem69.TheProjectOwnersshalldescribethemonitoringsystemandprovidelinediagrams(graphicalschemes)showingallrelevantmonitoringpoints.Thisdescriptionmayincludedatacollectionprocedures(informationflowincludingdatageneration,aggregation,recording,calculationsandreporting),organizationalstructure,rolesandresponsibilitiesofpersonnel,andemergencyproceduresforthemonitoringsystem.70.TheGCCProgramrecognizesthatalloftheinformationrelatedtomonitoringofparametersrequiredbythemethodologymaynotbeavailablewhenpreparingPSFs,particularlyforgreenfieldprojects.However,inordertoreduceandminimizepost-registrationchangesanddeviationsfromregisteredPSFs,ProjectOwnersareencouragedtoconsider,asappropriate,therequirementsinparagraph71whenpreparingaPSF.TheserequirementsaremandatorywhenpreparingMonitoringReports.71.TheProjectOwnershalldevelopanddescribethemonitoringplan,containingallofthemonitoringparameters,fortheproposedGCCProjectActivityinaccordancewiththeappliedGlobalCarbonCouncilProjectStandard20of34approvedmethodologiesandallotherapplicableGCCrulesandrequirements,andtheprovisionsbelow.Foreachparameterrequiredtobemonitoredundertheappliedmethodology,theProjectOwnersshall:(a)Describehowtheparameterismeasured/calculatedandthemeasurementandrecordingfrequency;(b)Describetheequipmentusedtomonitortheparameter,includingdetailsonaccuracyclassandcalibrationinformation(frequency,dateofcalibration,validity,uncertaintylevels,methods).IfneithertheappliedmethodologynortheGCCrequirementsspecifyanyrequirementsforcalibrationfrequencyformeasurementequipment,theProjectOwnersshallensurethattheequipmentiscalibratedeitherinaccordancewithlocal/nationalstandardsorwiththemanufacturer’sspecifications.Iflocal/nationalstandardsorthemanufacturer’sspecificationsarenotavailable,internationalstandardsmaybeused.Ifinternationalstandardsarenotavailable,theProjectOwnersshallensurethattheequipmentusedtomeasureaparametertodetermineemissionreductionsiscalibratedatleastannually,unlessotherspecificationsareprovidedintheappliedmethodologies;(c)Ensurethatthecalibrationofmeasuringequipmentshallbecarriedoutbyanaccreditedlaboratorywiththecalibrationresultstraceabletothemasterequipment.Measureddatawithhighlevelsofuncertaintyorwithoutadequatecalibrationshallbecomparedwithlocal/nationalandcommercialdatatoensureconsistency;(d)Describedatavariables,whichmayeithervaryorremainconstant.DatavariablesthatimpactGHGemissionreductionsandvarycontinuously(e.g.,quantityoffuelinputs,amountofheatorelectricityproduced,gascaptured)shallbemeasuredandrecordedatappropriatelyjustifiedintervals,unlessotherspecificationsareprovidedintheappliedmethodology.Dataelementsthataregenerallyconstant(e.g.,emissionfactors,calorificvalue,systemefficiencies)shallbemeasuredorcalculatedatleastonceayear,unlessotherspecificationsareprovidedintheappliedmethodology;(e)Providethevaluesofthemonitoredparameterforthepurpos
