thecontextofthesereportingguidelines,thedefinitionsofcommontermsusedinGHGinventorypreparationarethoseprovidedinthe2006IPCCGuidelines.C.Context6.TheUNFCCCAnnexIinventoryreportingguidelinesalsocovertheestablishmentandmaintenanceofnationalinventoryarrangementsforthepurposeofthecontinuedpreparationoftimely,complete,consistent,comparable,accurateandtransparentannualGHGinventories.2Accordingtotheinstrumentofratification,acceptance,approvaloraccessiontotheConventionofeachAnnexIParty.FCCC/CP/2013/10/Add.36GE.14-601677.AnannualGHGinventorysubmissionshallconsistofanNIRandtheCRFtables,assetoutinannexesIandIItodecision24/CP.19.TheannualsubmissionalsocomprisesinformationprovidedbyanAnnexIPartyinadditiontoitssubmittedNIRandCRFtables.D.Baseyear8.Theyear1990shouldbethebaseyearfortheestimationandreportingofinventories.AccordingtotheprovisionsofArticle4,paragraph6,oftheConventionanddecisions9/CP.2,11/CP.4and7/CP.12,thefollowingAnnexIPartiesthatareundergoingtheprocessoftransitiontoamarketeconomyareallowedtouseabaseyearoraperiodofyearsotherthan1990,oralevelofemissionsasestablishedbyadecisionoftheCOP,asfollows:Bulgaria:1988Croatia:19903Hungary:theaverageoftheyears1985to1987Poland:1988Romania:1989Slovenia1986E.MethodsMethodology9.AnnexIPartiesshallusethemethodologiesprovidedinthe2006IPCCGuidelines,unlessstatedotherwiseintheUNFCCCAnnexIinventoryreportingguidelines,andanysupplementarymethodologiesagreedbytheCOP,andotherrelevantCOPdecisionstoestimateanthropogenicemissionsbysourcesandremovalsbysinksofGHGsnotcontrolledbytheMontrealProtocol.10.AnnexIPartiesmayusedifferentmethods(tiers)containedinthe2006IPCCGuidelines,prioritizingthesemethodsinaccordancewiththe2006IPCCGuidelines.AnnexIPartiesmayalsousenationalmethodologieswhichtheyconsiderbetterabletoreflecttheirnationalsituation,providedthatthesemethodologiesarecompatiblewiththe2006IPCCGuidelinesandarewelldocumentedandscientificallybased.11.Forcategories4thataredeterminedtobekeycategories,inaccordancewiththe2006IPCCGuidelines,andestimatedinaccordancewiththeprovisionsinparagraph14below,AnnexIPartiesshouldmakeeveryefforttousearecommendedmethod,inaccordancewiththecorrespondingdecisiontreesinthe2006IPCCGuidelines.AnnexIPartiesshouldalsomakeeveryefforttodevelopand/orselectemissionfactors(EFs),andcollectandselectactivitydata(AD),inaccordancewithIPCCgoodpractice.Wherenationalcircumstancesprohibittheuseofarecommendedmethod,thentheAnnexIPartyshallexplaininitsannualGHGinventorysubmissionthereason(s)astowhyitwasunabletoimplementarecommendedmethodinaccordancewiththedecisiontreesinthe2006IPCCGuidelines.3Inaccordancewithdecision7/CP.12.4Theterm“categories”referstobothsourceandsinkcategoriesassetoutinthe2006IPCCGuidelines.Theterm“keycategories”referstothekeycategoriesasaddressedinthe2006IPCCGuidelines.FCCC/CP/2013/10/Add.3GE.14-60167712.The2006IPCCGuidelinesprovidedefaultmethodologieswhichincludedefaultEFsandinsomecasesdefaultADforthecategoriestobereported.Astheassumptionsimplicitinthesedefaultdata,factorsandmethodsmaynotbeappropriateforspecificnationalcircumstances,AnnexIPartiesshouldusetheirownnationalEFsandAD,whereavailable,providedthattheyaredevelopedinamannerconsistentwiththe2006IPCCGuidelinesandareconsideredtobemoreaccuratethanthedefaults.IfAnnexIPartieslackcountry-specificinformation,theycouldalsouseEFsorotherparametersprovidedintheIPCCEmissionFactorDatabase,whereavailable,providedthattheycandemonstratethatthoseparametersareappropriateinthespecificnationalcircumstancesandaremoreaccuratethanthedefaultdataprovidedinthe2006IPCCGuidelines.AnnexIPartiesshalltransparentlyexplainintheirannualGHGinventorysubmissionswhatdataand/orparametershavebeenused.13.Partiesareencouragedtorefineestimatesofanthropogenicemissionsandremovalsinthelanduse,land-usechangeandforestry(LULUCF)sectorthroughtheapplicationoftier3methods,providedthattheyaredevelopedinamannerconsistentwiththe2006IPCCGuidelines,andinformationfortransparencyisprovidedinaccordancewithparagraph50(a)below.Keycategoryidentification14.AnnexIPartiesshallidentifytheirkeycategoriesforthebaseyearandthelatestreportedinventoryyear,usingapproach1,levelandtrendassessment,includingandexcludingLULUCF.Partiesareencouragedtoalsouseapproach2andtoaddadditionalkeycategoriestotheresultofapproach1.Uncertainties15.AnnexIPartiesshallquantitativelyestimatetheuncertaintyofthedatausedforallsourceandsinkcategoriesusingatleastapproach1,asprovidedinthe2006IPCCGuidelines,andreportuncertaintiesforatleastthebaseyearandthelatestinventoryyearandthetrenduncertaintybetweenthesetwoyears.AnnexIPartiesareencouragedtouseapproach2orahybridofapproaches1and2providedinthe2006IPCCGuidelines,inordertoaddresstechnicallimitationsofapproach1.TheuncertaintyofthedatausedforallsourceandsinkcategoriesshouldalsobequalitativelydiscussedinatransparentmannerintheNIR,inparticularforcategoriesthatwereidentifiedaskeycategories.Recalculationsandtime-seriesconsistency16.Theinventoryforatimeseries,includingthebaseyearandallsubsequentyearsforwhichtheinventoryhasbeenreported,shouldbeestimatedusingthesamemethodologies,andtheunderlyingADandEFsshouldbeobtainedandusedinaconsistentmanner,ensuringthatchangesinemissiontrendsarenotintroducedasaresultofchangesinestimationmethodsorassumptionsoverthetimeseriesofestimates.17.Recalculationsshouldensuretheconsistencyofthetimeseriesandshallbecarriedouttoimproveaccuracyand/orcompleteness.WherethemethodologyormannerinwhichunderlyingADandEFsaregatheredhaschanged,AnnexIPartiesshouldrecalculatetheirinventoriesforthebaseyearandsubsequentyearsofthetimesseries.AnnexIPartiesshouldevaluatetheneedforrecalculationsrelativetothereasonsprovidedinthe2006IPCCGuidelines,inparticularforkeycategories.Recalculationsshouldbeperformedinaccordancewith2006IPCCGuidelinesandthegeneralprinciplessetdowninthesereportingguidelines.18.Insomecasesitmaynotbepossibletousethesamemethodsandconsistentdatasetsforallyears,owingtoapossiblelackofAD,EFsorotherparametersdirectlyusedinthecalculationofemissionestimatesforsomehistoricalyears,includingthebaseyear.Insuchcases,emissionsorremovalsmayneedtoberecalculatedusingalternativemethodsFCCC/CP/2013/10/Add.38GE.14-60167notgenerallycoveredbyparagraph9above.Intheseinstances,AnnexIPartiesshoulduseoneofthetechniquesprovidedinthe2006IPCCGuidelinestoestimatethemissingvalues.AnnexIPartiesshoulddocumentandreportthemethodologiesusedfortheentiretimeseries.Qualityassurance/qualitycontrol19.EachAnnexIPartyshallelaborateaninventoryqualityassurance/qualitycontrol(QA/QC)planandimplementgeneralinventoryQCproceduresinaccordancewithitsQA/QCplanfollowingthe2006IPCCGuidelines.Inaddition,AnnexIPartiesshouldapplycategory-specificQCproceduresforkeycategoriesandforthoseindividualcategoriesinwhichsignificantmethodologicalchangesand/ordatarevisionshaveoccurred,inaccordancewiththe2006IPCCGuidelines.Inaddition,AnnexIPartiesshouldimplementQAproceduresbyconductingabasicexpertpeerreviewoftheirinventoriesinaccordancewiththe2006IPCCGuidelines.F.Nationalinventoryarrangements20.EachAnnexIPartyshouldimplementandmaintainnationalinventoryarrangementsfortheestimationofanthropogenicGHGemissionsbysourcesandremovalsbysinks.Thenationalinventoryarrangementsincludeallinstitutional,legalandproceduralarrangementsmadewithinanAnnexIPartyforestimatinganthropogenicemissionsbysourcesandremovalsbysinksofallGHGsnotcontrolledbytheMontrealProtocol,andforreportingandarchivinginventoryinformation.21.Nationalinventoryarrangementsshouldbedesignedandoperated:(a)Toensurethetransparency,consistency,comparability,completenessandaccuracyofinventories,asdefinedinparagraphs3and4above;(b)Toensurethequalityofinventoriesthroughtheplanning,preparationandmanagementofinventoryactivities.InventoryactivitiesincludecollectingAD,selectingmethodsandEFsappropriately,estimatinganthropogenicGHGemissionsbysourcesandremovalsbysinks,implementinguncertaintyassessmentandQA/QCactivities,andcarryingoutproceduresfortheverificationoftheinventorydataatthenationallevel,asdescribedinthesereportingguidelines.22.Intheimplementationofitsnationalinventoryarrangements,eachAnnexIPartyshouldperformthefollowinggeneralfunctions:(a)Establishandmaintaintheinstitutional,legalandproceduralarrangementsnecessarytoperformthefunctionsdefinedinparagraphs23to27below,asappropriate,betweenthegovernmentagenciesandotherentitiesresponsiblefortheperformanceofallfunctionsdefinedinthesereportingguidelines;(b)Ensuresufficientcapacityforthetimelyperformanceofthefunctionsdefinedinthesereportingguidelines,includingdatacollectionforestimatinganthropogenicGHGemissionsbysourcesandremovalsbysinksandarrangementsforthetechnicalcompetenceofthestaffinvolvedintheinventorydevelopmentprocess;(c)Designateasinglenationalentitywithoverallresponsibilityforthenationalinventory;(d)PreparenationalannualGHGinventoriesinatimelymannerinaccordancewiththesereportingguidelinesandrelevantdecisionsoftheCOP,andprovidetheinformationnecessarytomeetthereportingrequirementsdefinedinthesereportingguidelinesandinrelevantdecisionsoftheCOP;FCCC/CP/2013/10/Add.3GE.14-601679(e)Undertakespecificfunctionsrelatingtoinventoryplanning,preparationandmanagement.Inventoryplanning23.Aspartofitsinventoryplanning,eachAnnexIPartyshould:(a)Defineandallocatespecificresponsibilitiesintheinventorydevelopmentprocess,includingthoserelatingtochoosingmethods,datacollection,particularlyADandEFsfromstatisticalservicesandotherentities,processingandarchiving,andQA/QC.Suchdefinitionshouldspecifytherolesof,andthecooperationbetween,governmentagenciesandotherentitiesinvolvedinthepreparationoftheinventory,aswellastheinstitutional,legalandproceduralarrangementsmadetopreparetheinventory;(b)ElaborateaninventoryQA/QCplanasindicatedinparagraph19above;(c)Establishprocessesfortheofficialconsiderationandapprovaloftheinventory,includinganyrecalculations,priortoitssubmission,andforrespondingtoanyissuesraisedintheinventoryreviewprocess.24.Aspartofitsinventoryplanning,eachAnnexIPartyshouldconsiderwaystoimprovethequalityofAD,EFs,methodsandotherrelevanttechnicalelementsoftheinventory.InformationobtainedfromtheimplementationoftheQA/QCprogramme,theinventoryreviewprocessandotherverificationactivitiesshouldbeconsideredinthedevelopmentand/orrevisionoftheQA/QCplanandthequalityobjectives.Inventorypreparation25.Aspartofitsinventorypreparation,eachAnnexIPartyshould:(a)Prepareestimatesinaccordancewiththerequirementsdefinedinthesereportingguidelines;(b)CollectsufficientAD,processinformationandEFsasarenecessarytosupportthemethodsselectedforestimatinganthropogenicGHGemissionsbysourcesandremovalsbysinks;(c)Makequantitativeestimatesofuncertaintyforeachcategoryandfortheinventoryasawhole,asindicatedinparagraph15above;(d)Ensurethatanyrecalculationsarepreparedinaccordancewithparagraphs16–18above;(e)CompiletheNIRandtheCRFtablesinaccordancewiththesereportingguidelines;(f)ImplementgeneralinventoryQCproceduresinaccordancewithitsQA/QCplan,followingthe2006IPCCGuidelines.26.Aspartofitsinventorypreparation,eachAnnexIPartyshould:(a)Applycategory-specificQCproceduresforkeycategoriesandforthoseindividualcategoriesinwhichsignificantmethodologicaland/ordatarevisionshaveoccurred,inaccordancewiththe2006IPCCGuidelines;(b)Provideforabasicreviewoftheinventorybypersonnelthathavenotbeeninvolvedintheinventorydevelopmentprocess,preferablyanindependentthirdparty,beforethesubmissionoftheinventory,inaccordancewiththeplannedQAproceduresreferredtoinparagraph19above;FCCC/CP/2013/10/Add.310GE.14-60167(c)Provideforamoreextensivereviewoftheinventoryforkeycategories,aswellasforcategorieswheresignificantchangestomethodsordatahavebeenmade,inaccordancewiththe2006IPCCGuidelines;(d)Onthebasisofthereviewsdescribedinparagraph26(b)and(c)aboveandperiodicinternalevaluationsoftheinventorypreparationprocess,re-evaluatetheinventoryplanningprocess,inordertomeettheestablishedqualityobjectivesreferredtoinparagraph24above.Inventorymanagement27.Aspartofitsinventorymanagement,eachAnnexIPartyshould:(a)Archiveallrelevantinventoryinformationforthereportedtimeseries,includingalldisaggregatedEFsandAD,documentationonhowthesefactorsanddatahavebeengeneratedandaggregatedforthepreparationoftheinventory,internaldocumentationonQA/QCprocedures,externalandinternalreviews,anddocumentationonannualkeycategoriesandkeycategoryidentificationandplannedinventoryimprovements;(b)ProvidereviewteamswithaccesstoallarchivedinformationusedbythePartytopreparetheinventorythroughthesinglenationalentity,inaccordancewithrelevantdecisionsoftheCOP;(c)Respond,inatimelymanner,torequestsforclarifyinginventoryinformationresultingfromthedifferentstagesoftheprocessofreviewoftheinventoryinformationandinformationonthenationalinventoryarrangements.G.Reporting1.GeneralguidanceEstimatesofemissionsandremovals28.Article12,paragraph1(a),oftheConventionrequiresthateachPartyshallcommunicatetotheCOP,throughthesecretariat,interalia,anationalinventoryofanthropogenicemissionsbysourcesandremovalsbysinksofallGHGsnotcontrolledbytheMontrealProtocol.Asaminimumrequirement,inventoriesshallcontaininformationonthefollowingGHGs:carbondioxide(CO2),methane(CH4),nitrousoxide(N2O),perfluorocarbons(PFCs),hydrofluorocarbons(HFCs),sulphurhexafluoride(SF6)andnitrogentrifluoride(NF3).29.Inaddition,AnnexIPartiesshouldprovideinformationonthefollowingprecursorgases:carbonmonoxide(CO),nitrogenoxides(NOX)andnon-methanevolatileorganiccompounds(NMVOCs),aswellassulphuroxides(SOX).AnnexIPartiesmayreportindirectCO2fromtheatmosphericoxidationofCH4,COandNMVOCs.AnnexIPartiesmayreportasamemoitemindirectN2OemissionsfromotherthantheagricultureandLULUCFsources.TheseestimatesofindirectN2Oshouldnotbeincludedinnationaltotals.ForPartiesthatdecidetoreportindirectCO2thenationaltotalsshallbepresentedwithandwithoutindirectCO2.30.GHGemissionsandremovalsshouldbepresentedonagas-by-gasbasisinunitsofmass,withemissionsbysourceslistedseparatelyfromremovalsbysinks,exceptincaseswhereitmaybetechnicallyimpossibletoseparateinformationonsourcesandsinksintheareaofLULUCF.ForHFCsandPFCs,emissionsshouldbereportedforeachrelevantchemicalinthecategoryonadisaggregatedbasis,exceptincaseswhereparagraph36belowapplies.FCCC/CP/2013/10/Add.3GE.14-601671131.AnnexIPartiesshouldreportaggregateemissionsandremovalsofGHGs,expressedinCO2equivalent(CO2eq),usingtheglobalwarmingpotentialvaluesasagreedbydecision24/CP.19oranysubsequentdecisionbytheCOPonglobalwarmingpotentials.32.AnnexIPartiesshallreportactualemissionsofHFCs,PFCs,SF6andNF3,providingdisaggregateddatabychemical(e.g.HFC-134a)andcategoryinunitsofmassandinCO2eq,exceptincaseswhereparagraph36belowapplies.AnnexIPartiesshouldreportemissionestimatesornotationkeysinlinewithparagraph37belowandtrendsforthesegasesfor1990onwards,inaccordancewiththeprovisionsofthesereportingguidelines.33.AnnexIPartiesarestronglyencouragedtoalsoreportemissionsandremovalsofadditionalGHGs,suchashydrofluoroethers(HFEs),perfluoropolyethers(PFPEs),andothergasesforwhich100-yearglobalwarmingpotentialvaluesareavailablefromtheIPCCbuthavenotyetbeenadoptedbytheCOP.Theseemissionsandremovalsshouldbereportedseparatelyfromnationaltotals.34.Inaccordancewiththe2006IPCCGuidelines,internationalaviationandmarinebunkerfuelemissionsshouldnotbeincludedinnationaltotalsbutshouldbereportedseparately.AnnexIPartiesshouldmakeeveryefforttobothapplyandreportaccordingtothemethodcontainedinthe2006IPCCGuidelinesforseparatingdomesticandinternationalemissions.AnnexIPartiesshouldalsoreportemissionsfrominternationalaviationandmarinebunkerfuelsastwoseparateentriesintheirinventories.35.AnnexIPartiesshouldclearlyindicatehowfeedstocksandnon-energyuseoffuelshavebeenaccountedforintheinventory,undertheenergyorindustrialprocessessector,inaccordancewiththe2006IPCCGuidelines.36.Emissionsandremovalsshouldbereportedatthemostdisaggregatedlevelofeachsource/sinkcategory,takingintoaccountthataminimumlevelofaggregationmayberequiredtoprotectconfidentialbusinessandmilitaryinformation.Completeness37.Wheremethodologicalordatagapsininventoriesexist,informationonthesegapsshouldbepresentedinatransparentmanner.AnnexIPartiesshouldclearlyindicatethesourcesandsinkswhicharenotconsideredintheirinventoriesbutwhichareincludedinthe2006IPCCGuidelines,andexplainthereasonsforsuchexclusion.Similarly,AnnexIPartiesshouldindicatethepartsoftheirgeographicalarea,ifany,notcoveredbytheirinventoryandexplainthereasonsfortheirexclusion.Inaddition,AnnexIPartiesshouldusethenotationkeyspresentedbelowtofillintheblanksinalltheCRFtables.5Thisapproachfacilitatestheassessmentofthecompletenessofaninventory.Thenotationkeysareasfollows:(a)“NO”(notoccurring)forcategoriesorprocesses,includingrecovery,underaparticularsourceorsinkcategorythatdonotoccurwithinanAnnexIParty;(b)“NE”(notestimated)forADand/oremissionsbysourcesandremovalsbysinksofGHGswhichhavenotbeenestimatedbutforwhichacorrespondingactivitymayoccurwithinaParty.6Where“NE”isusedinaninventorytoreportemissionsorremovalsofCO2,N2O,CH4,HFCs,PFCs,SF6andNF3,theAnnexIPartyshallindicateinboththeNIRandtheCRFcompletenesstablewhysuchemissionsorremovalshavenotbeenestimated.Furthermore,aPartymayconsiderthatadisproportionateamountofeffort5IfnotationkeysareusedintheNIR,theyshouldbeconsistentwiththosereportedintheCRFtables.6Thenotationkey“NE”couldalsobeusedwhenanactivityoccursinthePartybutthe2006IPCCGuidelinesdonotprovidemethodologiestoestimatetheemissions/removals.FCCC/CP/2013/10/Add.312GE.14-60167wouldberequiredtocollectdataforagasfromaspecificcategory7thatwouldbeinsignificantintermsoftheoveralllevelandtrendinnationalemissionsandinsuchcasesusethenotationkey“NE”.ThePartyshouldintheNIRprovidejustificationsforexclusionintermsofthelikelylevelofemissions.Anemissionshouldonlybeconsideredinsignificantifthelikelylevelofemissionsisbelow0.05percentofthenationaltotalGHGemissions,8anddoesnotexceed500ktCO2eq.Thetotalnationalaggregateofestimatedemissionsforallgasesandcategoriesconsideredinsignificantshallremainbelow0.1percentofthenationaltotalGHGemissions.9PartiesshoulduseapproximatedADanddefaultIPCCEFstoderivealikelylevelofemissionsfortherespectivecategory.Onceemissionsfromaspecificcategoryhavebeenreportedinaprevioussubmission,emissionsfromthisspecificcategoryshallbereportedinsubsequentGHGinventorysubmissions;(c)“NA”(notapplicable)foractivitiesunderagivensource/sinkcategorythatdooccurwithinthePartybutdonotresultinemissionsorremovalsofaspecificgas.IfthecellsforcategoriesintheCRFtablesforwhich“NA”isapplicableareshaded,theydonotneedtobefilledin;(d)“IE”(includedelsewhere)foremissionsbysourcesandremovalsbysinksofGHGsestimatedbutincludedelsewhereintheinventoryinsteadofundertheexpectedsource/sinkcategory.Where“IE”isusedinaninventory,theAnnexIPartyshouldindicate,intheCRFcompletenesstable,whereintheinventorytheemissionsorremovalsforthedisplacedsource/sinkcategoryhavebeenincluded,andtheAnnexIPartyshouldexplainsuchadeviationfromtheinclusionundertheexpectedcategory,especiallyifitisduetoconfidentiality;(e)“C”(confidential)foremissionsbysourcesandremovalsbysinksofGHGsofwhichthereportingcouldleadtothedisclosureofconfidentialinformation,giventheprovisionsofparagraph36above.38.AnnexIPartiesareencouragedtoestimateandreportemissionsandremovalsforsourceorsinkcategoriesforwhichestimationmethodsarenotincludedinthe2006IPCCGuidelines.IfAnnexIPartiesestimateandreportemissionsandremovalsforcountry-specificsourcesorsinksorofgaseswhicharenotincludedinthe2006IPCCGuidelines,theyshouldexplicitlydescribewhatsource/sinkcategoriesorgasestheseare,aswellaswhatmethodologies,EFsandADhavebeenusedfortheirestimation,andprovidereferencesforthesedata.Keycategories39.AnnexIPartiesshallestimateandreporttheindividualandcumulativepercentagecontributionsfromkeycategoriestotheirnationaltotal,withrespecttobothlevelandtrend.TheemissionsshouldbeexpressedintermsofCO2equsingthemethodsprovidedinthe2006IPCCGuidelines.Asindicatedinparagraph50below,thisinformationshouldbeincludedintheNIRusingtables4.2and4.3ofthe2006IPCCGuidelines,adaptedtothelevelofcategorydisaggregationthattheAnnexIPartyusedfordeterminingitskeycategories.10Verification40.Forthepurposesofverification,AnnexIPartiesshouldcomparetheirnationalestimatesofCO2emissionsfromfuelcombustionwiththoseestimatesobtainedusingthe7CategoryasdefinedintheCRFtables.8“NationaltotalGHGemissions”referstothetotalGHGemissionswitho
