中央办公厅国务院办公厅《关于印发〈深化集体林权制度改革方案〉的通知》（中办发〔2023〕45 号）、抚州市

人民政府《关于印发<抚州市碳达峰实施方案>的通知》（抚府字〔2023〕2号）和抚州市人民政府办公

室《关于规范我市林业碳汇收储和交易工作的通知》（抚府办电〔2021〕49 号）精神，结合我市实际，制定如下

实施方案。

求

全面贯彻党的二十大精神以及习近平总书记考察江西重要讲话精神，贯彻落实习近平总书记关于森林新战略

style="font-family:仿宋_GB2312;font-size:21px;">“森林四库”重要论述，牢固树立和践行“绿水

青山就是金山银山”理念，充分发挥森林“碳库”功能，实现林业碳汇全域开发，促进“碳库”向“钱库”的生

态价值实现，提高林农收入，巩固脱贫成果，助力乡村振兴，为全市实现“碳达峰、碳中和”目标作出更大贡献。

_GB2312">坚持统筹谋划、有序推进，把林业碳汇开发纳入全市仿宋

size:21px;">、仿宋_GB2312;font-size:21px;">

style="font-family:仿宋_GB2312">碳中和仿宋_GB2312">”

工作总体布局，实行全市一盘棋、统一开发。坚持机制创新、先行先试，完善林业碳汇支持政策，创新交易机制，

探索形成林业碳汇开发和交易的抚州模式。坚持政府主导、市场运作，探索“国有企业+社会资本”“国有企业+

社会资本+农户”“国有企业+社会资本+园区（景区）”等开发模式，构建国有企业、社会资本和农户多方参与的

格局。

仿宋_GB2312;font-size:21px;">family:仿宋_GB2312">根据国家、省相关政策要求及国家自愿减排（family:仿宋_GB2312">CCER）有关方法学和国际自愿减排（VCS）方法学规定，结合全市现有森林资源情况，

统筹国内国际两个碳汇市场，实现林业碳汇有序开发。到2025 年，实现林业碳汇林储备300 万亩、固碳增汇

500 万吨；到 2030 年，实现林业碳汇林储备1000 万亩、固碳增汇2000 万吨。

汇资源本底调_GB2312;font-size:21px;">查，摸清全市碳

储量空间分布和碳汇资源资产权属状况，_GB2312;font-

size:21px;">梳理可用于碳汇开发的林地资源情况。

size:21px;">2.分析林业碳汇开发潜力，研究林业碳汇项目开发空间布局，有序推进林业碳汇资源开发利用。

碳汇林建设、碳汇量核定、碳汇交易等进行精细化管理。

size:21px;">（二）有序推进林业碳汇开发。

size:21px;">仿宋_GB2312">根据不同树种的国标主伐年限、国际国内林业

碳汇方法学要求，中国_GB2312">CCER 标准人工新造林项目碳

汇量计入期30 年，中国 CCER 标准毛竹林低改项目碳汇量计入期20 年，国际 VCS 标准采伐转保护林项目碳汇量

计入期40 年。全市林业碳汇项目将根据国家出台方法学的时间节点分期分批有序开发。

style="font-family: 仿宋_GB2312;font-size: 21px;">1.加快造林碳汇项目开发。

仿宋_GB2312;font-size:21px;">

style="font-family:仿宋_GB2312">根据生态环境部正式出台的造林碳汇方法学，首批计划开发人工林碳汇

项目，力争我市在_GB2312">CCER 重启后以最快时间报批项目。

一是以 2012 年11 月8日之后国家CCER 碳汇造林项目（人工林 54.9 万亩）为主的国内林业碳汇项目，项目期

30 年估算总减排量约 1647 万吨。二是适当开发 2012 年11 月8日之前的国际 VCS 采伐转保护项目（人工林

271.9 万亩）林业碳汇项目，项目期40 年估算总减排量约 4350 万吨。

style="font-size:14px;text-indent:43px;line-height:37px;">style="font-family: 仿宋_GB2312;font-size: 21px;">2.稳步推进后续林业碳汇项目开发。

采伐转保护项目（天保林371.2 万亩），项目期40 年估算总减排量约 4454 万吨；国家CCER 竹林经营项目（毛

竹林抚育改造307 万亩），项目期20 年估算总减排量约 2456 万吨。

负责全市林业碳汇全域开发，市林业局负责指导与监督，县（区）负责组织实施。

style="font-size:14px;text-indent:43px;line-height:37px;">仿宋_GB2312;font-size:21px;">2.依法依规引进第三方碳汇开发公司参与全市林业碳汇项目的开发，第三

方碳汇开发公司负责开发资金的投入及参与项目运营管理。

style="font-family:楷体_GB2312">（一）试点先行阶段（楷

体_GB2312">2023 年11_GB2312">月至

style="font-family:楷体_GB2312">2024 年3月）。仿宋_GB2312;font-size:21px;">_GB2312">前期选定试点县（区）

仿宋_GB2312">1～2个或者争取多个县（区）打包做一个试点项目，

争取 2023 年完成1～2个碳汇项目的开发与申报，2024 年3月底前，实现 CCER 重启后的首单交易。市、县

（区）林业部门根据项目类型，分类调查统计各类项目面积，落实到乡镇、村、林权人，造表登记，并提供项目

必要的数据、材料与证明等。根据项目开发的难易程度、方法学公布的先后，确定项目开发类型的先后顺序，与

相关林权所有者签订《林业碳汇项目开发合作协议》，由县（区）林业部门组织人员审查合格后交由第三方碳汇

公司进行开发。第三方碳汇公司完成后续的项目设计、审定、注册、监测、核证、签发、交易等工作。交易完成

后，分配收益。市林业局对试点工作及时进行总结，形成可复制、可推广的经验，在全市加以推广。

_GB2312">（二）渐次推进阶段（楷体_GB2312">2024 年4月至

2025 年12 月）。仿宋_GB2312;font-

size:21px;">仿宋_GB2312">试点范围扩大至

style="font-family:仿宋_GB2312">5～6个县（区）。争取 2024 年完成项目前期工作，2025 年进入开发

阶段，实现常态化交易。

style="font-family:楷体_GB2312">2026 年1月至2030 年12 月）。

_GB2312">在全市范围内全面铺开，推进国家仿宋_GB2312">CCER

人工林、竹林和国际 VCS 采伐转保护人工林、天保林等项目开发。

仿宋_GB2312;font-size:21px;">市政府组建工作专班，负责指

导、协调全市林业碳汇开发，全力保障林业碳汇工作有序推进。市发改委、生态环境、自然资源、林业、财政等

部门要加强协作，各司其职，互相配合，形成合力。各县（区）相应成立县（区）林业碳汇开发项目专班，负责

具体推进本县（区）林业碳汇开发。

size:21px;">研究制定支持林业碳汇交易的政策供给体系，积极引入社会资本和金融机构参与林业碳汇开发，

创新在收储林业碳汇资源的基础上发行林业碳汇债券。
