sspecifiedinamethodologywiththeintentionofpartiallystandardizingthecalculationofnetGHGemissionreductionsandprovidinggreaterconsistencyofcalculationsacrossProjectActivities.3TheGCCProgramatpresentdoesnotacceptHFC-23abatementprojectsforregistration.GLOBALCARBONCOUNCILProgramDefinitions7of1616.DoubleCountingThephenomenonunderwhichasingularGHGemissionreductionunitisutilizedseparatelybytwodifferententitiesorwherethesameGHGemissionreductionisissuedcreditsbytwoormoreGHGProgramsthatareindependentofeachother.17.EmissionReductionsAverifieddecreaseinGHGemissionsresultingfromaProjectActivity,asmeasuredagainstanappropriateestimateofbaselineemissions.18.EmissionReductionVerification+EmissionreductionverificationsareindependentevaluationsofperiodicallymonitoredandreportedGHGemissionreductionsthathaveoccurredasaresultofaregisteredGCCProjectActivityandforwhichaProjectOwnerisintheprocessofapplyingforissuanceofACCsundertheGCCProgram.EmissionreductionverificationsareconductedpriortotheACCIssuancestageofProjectActivitiesbyGCCEmissionReductionVerifiersandinvolveevaluatingProjectActivityMonitoringReportsagainsttherequirementsoftheISO14064-2andISO14064-3standardsandGCCRules,includingtheGCCVerificationStandard,andtheinformationabouttheProjectActivityprovidedintheregisteredGCCProjectSubmissionForm(PSF).GCCEmissionReductionVerifiersconductverificationsandsubmitEmissionReductionVerificationReports(ERVR),toProjectOwnersandtheGCCProgram.AllERVRscontainanEmissionReductionCertificationStatement.EmissionReductionCertificationStatementsessentiallystatethat,duringaspecifiedtimeperiod,theGCCregisteredProjectActivity:(i)hasbeenimplementedaspertheinformationprovidedintheregisteredPSF;and,(ii)hasactuallyachievedthereportedquantityofGHGemissionreductions.Inaddition,dependingupontheProjectOwner’sselectionsinthePSF,theEmissionReductionCertificationStatementmayalsostatethat:(i)theProjectActivityhasimplementedsafeguardsthathaveprovidedprotectionagainstnegativeenvironmentalandsocialimpactsanditmeetstheGCCrequirementsfordemonstratingthatitdoesnotharmtheenvironmentorsocietyandiseligibletobeawardedtheGCCE+and/orS+certificationlabels;and(ii)theProjectActivityhascontributedtotheachievementofoneormoreUnitedNationsSustainableDevelopmentGoalsandiseligibletobeawardedaGCCSDG+certificationlabel(Bronze,Silver,Gold,Platinum,orDiamond),astargetedintheregisteredPSF.19.GlobalCarbonCouncilTheGlobalCarbonCouncil(GCC)wasestablishedbyGulfOrganisationforResearchandDevelopment(GORD).TheGCCisanindependentlegalentitywithitsregisteredofficeinDoha,Qatar20.GlobalCarbonCouncilProgramorGCCProgramTheGlobalCarbonCouncilProgram(GCCProgram)istheMiddleEast&NorthAfrica(MENA)region’sfirstvoluntaryGHGoffsettingprogram.TheGCCProgramaimstocontributetoavisionofasustainableandlow-carbonworldeconomy.AlthoughtheGCCProgramreceivesGHGemission-reductionprojectsfromtheentireworld,itplacesspecialemphasisonlow-carbondevelopmentintheMENAregion,whichhasbeenunder-representedincarbonmarkets.TheGCCProgramhelpstocatalyzeclimateactionontheGLOBALCARBONCOUNCILProgramDefinitions8of16ground,whileensuringthatprojectconstructionandoperationscausenonetharmtotheenvironmentandsocietyandcontributetoachievingtheUnitedNationsSustainableDevelopmentGoals,asperhost-countrypriorities.TheGCCProgramiscomprisedoftheentiregovernancestructure,systemandthedocumentationframeworkadoptedtoachievetheseobjectives.4GCCProgrammeansthegovernancestructure,systems,carbonregistryandthedocumentationframeworktofacilitatethedevelopmentofalow-carboneconomyandsupportclimatemitigationactions(GHG-reductionprojectsandmeasures)byimplementingandoperatingavoluntarycarbonmarketplacethatrecognizes,andfacilitatescarbonfinancefor,GCCProjectActivities.TheGCCOperationsTeaminDoha,QatarservesasSecretariatoftheGCCProgramandworksunderthestrategicadviceoftheGCCAdvisoryBoard.DecisionspertainingtotheregistrationofProjectActivitiesandissuanceofACCsaremadecollectivelybythemembersoftheGCCSteeringCommittee,whichiscomprisedofnominatedandrecognizedexperts,basedonpositiveverificationreportsbyGCCVerifiers.21.GCCProjectOwnerGCCProjectOwner(orProjectOwner)meansthesingleormultiplelegalentity(ies)ororganization(s)thathas(have)overallcontrolofandresponsibilityforaProjectActivity.22.GCCProjectorGCCProjectActivityAGCCProjectorGCCProjectActivityisamitigationactivity,oractivitiesimplementedasadistinctproject,undertheGCCProgram.GCCProjectActivitiesaredescribedinaProjectSubmissionForm.TheimplementationofaGCCProjectActivity,withaspecificsetoftechnologiesand/ormeasuresasspecifiedinabaselineandmonitoringmethodology,alterstheconditionsidentifiedinthebaselinescenarioandresultsinGHGemissionreductions.TherearetwobroadtypesofprojectswhichqualifytoberegisteredasProjectActivitiesundertheGCCProgram.Type-AprojectsareprojectsthatarenotandhavenotpreviouslybeenregisteredunderanyotherGHGProgram.Type-Bprojectsarede-registeredCDMprojectswhoseProjectOwnerswishtoregisterthemundertheGCCProgram.FurtherdetailsabouttheseprojecttypesareprovidedintheGCCProjectStandard.23.GCCProjectSubmissionGCCProjectSubmi
