etharmtotheenvironmentortothesociety.11.Thisstandardprovidesrequirementsthatestablishsafeguardstoavoidnegativeenvironmentalandsocialimpactsasdescribedbelow:(a)ProjectOwnersshallcompletethePSF,describinghowtheyplantomitigateanynegativeenvironmentalandsocialimpactsanticipatedtoresultfromtheirProjectActivity,sothattheProjectActivitydoesnotcauseanynetharm.ThePSFmustbesubmittedtotheGCCProgramtogetherwiththerequestforregistration,followingthird-partyProjectVerificationbyanapprovedGCCVerifier;(b)ProjectOwnersshall,whencompletingProjectMonitoringReports,describehowtheplantomitigatenegativeenvironmentalandsocialimpacts,asdescribedinthe3WhileusinganyGCCdocument,theterms/definitions/acronymsandthenamesoftheregulatorydocumentsreferredhavetheirfirstletterincapitals(e.g.,ProjectStandard).GlobalCarbonCouncilEnvironmentandSocialSafeguardsStandard8of33registeredPSF,hasbeenimplementedandhowthemonitoringoftheProjectActivityhasbeenconducted,todemonstratethattheProjectActivitydoesnotcauseanynetharmtotheenvironmentorsociety.TheProjectMonitoringReport(PMR)shallbesubmittedtotheGCCProgramalongwitharequestforissuance,afterthird-partyEmissionReductionVerificationbyanapprovedGCCVerifier;and(c)TheGCCVerifiershallprovideaVerificationandaCertificationReportandshalldeterminewhethertheProjectActivityhasnotcausedanynetharmtotheenvironmentorsocietyand,hence,iseligibletoreceiveS+andE+certifications.3.DesignofEnvironmentandSocialSafeguardsandRiskMitigationActionPlans12.TheProjectOwner,priortoProjectVerification,shallcompletesectionEofthePSFtodescribehowanticipatedenvironmentalandsocialimpactsduetotheProjectActivityareplannedtobemitigatedsothattheydonotcauseanynetharm:(a)TheenvironmentalimpactsthatmaybecausedbyconstructingandoperatingtheProjectActivityshallbedescribedinsectionEofthePSF,asperTable1(a)andTable3ofthisdocument;and(b)ThesocialimpactsthatmaybecausedbyconstructingandoperatingtheProjectActivityshallbedescribedinsectionEofthePSF,asperTable1(b)andTable3ofthisdocument.13.TheProjectOwnershallconductaNet-harmAssessmentandcompletethePSFasstipulatedinthefollowingeight-stepprocedure:(a)Step1:Identify4environmentalandsocialimpactthatmayresultfromconstructingandoperatingtheProjectActivity.(b)Step2:Identifyalltheanticipatedimpactson:(i)Theenvironment:Describeanticipatedenvironmentalimpacts,bothpositiveandnegative,fromallsources(stationaryandmobile)thatmayresultfromtheProjectActivity,withinandoutsidetheprojectboundary,overwhichtheProjectOwner(s)hascontrol,andbeyondwhatwouldreasonablybeexpectedtooccurintheabsenceoftheProjectActivity;and(ii)Society:Describeanticipatedsocialimpacts,bothpositiveandnegative,onstakeholdersthatmayresultfromconstructingandoperatingtheProjectActivity.(c)Step3:Describetheapplicablenationallegal/regulatoryrequirements/limitsrelatedtotheenvironmentalandsocialimpactsidentified.4ProjectOwnermayrefertoIFCresourcesonidentificationofenvironmentalandsocialimpacts:https://www.ifc.org/wps/wcm/connect/topics_ext_content/ifc_external_corporate_site/sustainability-at-ifc/policies-standards/ehs-guidelines/ehsguidelinesGlobalCarbonCouncilEnvironmentandSocialSafeguardsStandard9of33(d)Step4:ConductathoroughDo-No-HarmRiskAssessmenttodeterminetheseverityofidentifiedimpactsandclassifythemintothefollowingthreecategories:(i)NotApplicable:IfnoimpactshavebeenidentifiedinStep2above,thentheProjectActivitywillnotcauseanyharmandtheseverityofimpactsshallbeindicatedasNotApplicable.Noactionsarerequiredtomitigateoreliminateimpacts.(ii)Harmless:IfimpactsexistbuttheProjectActivitycomplieswiththeapplicablenationallegal/regulatoryrequirements,oriswithinlegallimits,thentheseverityofimpactsshallbeindicatedasHarmless.Noactionsarerequiredtomitigateoreliminatetheseimpacts.(iii)Harmful:IfimpactsexistandtheProjectActivitydoesnotcomplywiththeapplicablenationallegal/regulatoryrequirements,orexceedslegallimits,thentheseverityofimpactsislikelytocauseharm(isunsafe)andshallbeindicatedasHarmful(actionsarerequired).(e)Step5:DevelopconcreteRiskMitigationActionPlanstocontain,reduceoreliminatetheriskofeachimpactidentifiedasHarmful.Theactionplan(s)shallinclude:(i)Operationalcontrolsandbestpractices,focusingonhowtoimplementandoperatetheProjectActivity,thatwillbeadoptedtoreducetheriskofidentifiedimpacts,atleasttoalevelthatisincompliancewithapplicablelegalrequirements;and/or(ii)AProgramofRiskManagementActions(refertoTable3),focusingonadditionalactions(e.g.,installationofpollution-controlequipmentorconstructionofcrècheforworkers)thatshallbeimplementedtocontain,reduceoreliminatetheriskofHarmfulimpacts.(f)Step6:DescribethemonitoringapproachandidentifytheparameterstobemonitoredforeachimpactthathasbeenidentifiedasHarmfulanddescribedinthePSFandwhenreportingonmonitoringusingthetemplateprovidedinTable3.(g)Step7:ConductathoroughDo-No-HarmResidualRiskAssessmenttore-evaluateidentifiedrisksanddeterminewhethertheRiskManagementActionPlanreferredtoinstep5islikelytoeliminateorreducetheanticipatedHarmfulimpactstotheHarmlesslevel.Ifso,theProjectOwner(s)mayindicatetheimpactsasHarmlessandtheaction-plantargetscanbeconsideredaccomplished.(h)Step8:Theseverityofresidualenvironmentalandsocialimpactsaftermitigationormanagementaspertheoutcomeofstep7shallberatedbytheProjectOwner.Scoringshallbeconductedasfollows:(i)Foreachimpact,theProjectOwnershallassesswhethertheProjectActivityisorisnotlikelytocauseharmtotheenvironmentorsociety.IftheconclusionisthattheProjectActivity:a.isnotlikelytocauseanyharm,markthescoreas+1;orGlobalCarbonCouncilEnvironmentandSocialSafeguardsStandard10of33b.islikelytocauseharm,markthescoreas-1(ii)CalculateaNetScore,whichisobtainedbysummingallofthescores(fromstep8(i),above)forindividualimpacts(harmfulorharmless)ineachrowandthelastcolumnofTable1(a,b).(iii)IftheNetScoreis:a.zeroorgreater,theoverallanticipatedimpactisconsiderednegligibleandtheProjectActivityislikelytocausenonetharm;orb.lessthanzero,theProjectActivityislikelytocausenetharm.(i)OncetheProjectOwner(s)confirmsthattheirProjectActivityisnotlikelytocauseanynetharmtotheenvironmentorsocietyandtheNet-harmAssessmentinthePSFiscomplete,thePSFcanbesubmittedtoaGCCVerifierforProjectVerificationaspertheProgramProcess.4.ImplementingRiskMitigationActionPlansandMonitoringPerformance14.ProjectOwnersshallensurethattheirProjectActivitydoesnotcauseanynetharmtotheenvironmentorsocietyandshallfulfiltheenvironmentandsocialsafeguardsdefinedfortheirProjectActivityby:(a)ImplementingtheRiskMitigationActionPlansdefinedintheregisteredPSF;and,(b)Measuring,monitoring,evaluatingandreportingontheresultsofimplementingsaidRiskMitigationActionPlans.15.ForeachmonitoringperiodandpriortocommencingEmissionReductionVerifications,ProjectOwnersshallcompleteaPMRdescribinghowtheenvironmentandsocialsafeguardsreferredtoinparagraph14anddefinedintheregisteredPSFhavebeenimplemented,andhowthemonitoringoftheProjectActivityhasbeenconducted,todemonstratethattheProjectActivitydoesnotcauseanynetharmtotheenvironmentorsociety.16.ProjectOwnersshallconductNet-harmAssessmentsandcompletePMRs,followingthesimilarprocessasdescribedinparagraph13,confirmingthattheirProjectActivityhasnotcausedanynetharmtotheenvironmentorsociety.PMRsshalldescribetheactionstakentomitigatetheriskof:(a)Environmentalimpacts,asperTable2(a)andTable3;and(b)Socialimpacts,asperTable2(b)andTable3.17.OncetheProjectOwner(s)confirmsthattheirProjectActivityhasnotcausedanynetharmtotheenvironmentorsocietyandthattheNet-harmAssessmentdescribedinthePMRiscomplete,thePMRcanbesubmittedtoaGCCVerifierforEmissionReductionVerificationaspertheProgramProcess.GlobalCarbonCouncilEnvironmentandSocialSafeguardsStandard11of335.Third-partyVerificationofEnvironmentandSocialSafeguardsandMitigationActions18.DuringProjectVerification,theapprovedGCCVerifiershallalsoverifytheidentifiedenvironmentalandsocialrisksandtheRiskMitigationActionPlansincludedinthePSF.19.TheGCCVerifiershallprovideaGCCProjectVerificationReportcertifyingthattheProjectActivityisnotlikelytocauseanynetharmtotheenvironmentorsocietyand,hence,iseligibletoachieveadditionalS+andE+certifications.InperformingtheProjectVerification,theGCCVerifiershall:(a)ConductanassessmentoftheenvironmentandsocialsafeguardsdefinedbytheProjectOwner(s)fortheirProjectActivityandconfirmthatallplausiblerisksofimpactsresultingfromtheProjectActivityhavebeenidentifiedinthePSF,including:(i)Environmentalimpacts,bothpositiveandnegative,fromallsources(stationaryandmobile)thatmayresultfromtheProjectActivity,withinandoutsidetheprojectboundary,overwhichtheProjectOwner(s)hascontrol,andbeyondwhatwouldreasonablybeexpectedtooccurintheabsenceoftheProjectActivity;and(ii)Impactstosocietyandstakeholders,bothpositiveandnegative,whichmayresultfromconstructingandoperatingtheProjectActivity;(b)DescribehowtheGCCVerifierhasassessedthattheProjectActivityhasadoptedRiskMitigationActionPlanstomitigatetherisksofnegativeenvironmentalandsocialimpactstolevelsthatareunlikelytocauseanyharm,andhascommittedtoimplementingthoseplansinthePSF;and(c)IncludereportingasperTable1(a,b)intheProjectVerificationReport.20.DuringEmissionReductionVerificationforanygivenmonitoringperiod,theapprovedGCCVerifiershallalsoverifytheimplementationofallRiskMitigationActionPlanscommittedtointhePSFfortheProjectActivityandevaluatetheperformanceofallactionsandachievementofalltargetsdefinedinthoseplansandreportedinthePMRasperTable2(a,b).21.TheGCCEmissionReductionVerifiershallprovideaGCCEmissionReductionVerificationReportforthechosenmonitoringperiod,certifyingtheProjectActivityhasnotcausedanynetharmtotheenvironmentorsocietyand,hence,iseligibletoreceivetheS+andE+certifications.Indoingthis,theGCCVerifiershall:(a)ConductanassessmentandconfirmthattheProjectActivityhasbeenimplementedasdescribedintheregisteredPSF;(b)ConfirmthatthePMR,forthemonitoringperiodbeingverified,sufficientlydescribeshowtheEnvironmentandSocialSafeguards,asdescribedintheregisteredPSF,havebeenimplemented,measured,monitoredandreported;GlobalCarbonCouncilEnvironmentandSocialSafeguardsStandard12of33(c)DescribehowtheGCCVerifierhasassessedthattheProjectActivityhasachievedthetargetsidentifiedintheRiskMitigationActionPlan(
