...................................................................................................38SouthAfrica............................................................................................................................................................................................40SouthKorea............................................................................................................................................................................................42Tunisia............................................................................................................................................................................................................44Turkey.............................................................................................................................................................................................................46Ukraine.........................................................................................................................................................................................................48UnitedArabEmirates................................................................................................................................................................50USA...................................................................................................................................................................................................................52Uzbekistan...............................................................................................................................................................................................54Contactdetails....................................................................................................................................................................................5623IntroductionWiththeemergenceoftheCOVID-19pandemic,2020broughtunexpectedchallengesaffectingalmostallaspectsofourlives.Oureconomyisalsoimpactedbythis.Soitwouldnothavebeensurprisingifourcooper-ationwithmorethan20countriesunderourener-gypartnershipsandenergydialogueshadalsosuf-fered.Fortunately,thishasnothappened.Infact,thiscooperationwithourpartnershaseveninten-sified.Weallknowthatthispandemiccannotandmustnotbeallowedtodelayourjointworkontheglobalenergytransition.Germany,too,madefurtherprogressontheenergytransitionin2020.Renewablesreachedanewrecordshareof46%inourelectricityconsumption.WearealsoseeingthattheenergytransitionanditstechnicalinnovationshavebecomeanengineforgrowthinGermany.Weingovernmentwerewellawarethatitwaspossibletousethestimuluspackagetostrengthentheeconomywhilstatthesametimegivingtheenergytransitionandfor-ward-lookinginvestmentsafreshboost.OurNationalHydrogenStrategyisanimportantpartofthis.Greenhydrogen,usedasafuelinsec-torssuchasaviationandinthesteelandchemicalindustries,willallowustomakeadecisivesteptowardsdecarbonisation.WealreadyknowthatGermanywillbeimportingamajorportionofthecarbon-freehydrogenitneeds.Inotherwords,internationalcooperationonenergywillplayapivotalroleinGermany’sfutureenergysupply.Internationalinterestindialogueontheenergytransitionhasnotdiminished,andthatisduetoboththetransition’smajoreconomicpotentialandthereinforcedcommitmentstoclimateactionseenacrosstheglobe.Lastyear,China,SouthKoreaandJapanannouncedcarbonneutralitytargets,andtheEUhassteppedupitsemissionreductiontargetfor2030.TakentogetherwiththedecarbonisationplansofU.S.PresidentBiden,thismeansthatmorethan50%ofglobaleconomicoutputwillberen-deredcarbonneutral.Thisisatruemilestoneforglobalclimateaction–onethatdoubtlesslywillnotbeachievedwithoutasuccessfulenergytransi-tionandcloseinternationalcooperation.ItisthereforegoodnewsthatUkrainejoinedtheever-expandingfamilyofenergypartnerslastyear,addingmomentumtoourinternationalcooperation.ThisAnnualReportofferssomeinsightsintothisandotherhighlightsfromthecontextofourener-gypartnershipsandenergydialogues.Italsohigh-lightsthefactthatthiscooperationbenefitsallpartnersastheyaddressthechallengesoftheener-gytransitionandharnessitsmanyopportunities.Thiswillbeespeciallyusefulinthepost-pandemicrecoveryandmakeasubstantialcontributiontoglobalclimateaction.4StrengtheninginternationalcooperationonenergyManymoreissueswerediscussedandevaluatedinworkinggroupsin2020–e.g.greenhydrogenandimportsofittoGermany,offshorewind,andenergyefficiencyinindustry.119+187WorkshopsheldintheEP/EDcountries:Thenumberofworkshopsdecreasedslightlycomparedwiththepreviousyear(121).NewEPcountryUkrainejoinedthegroupofEPcountriesin2020.SteeringgroupmeetingsTherewasaclearrisefromthe2019figure(75)inthenumberofmeetingsofsteeringgroupsandofbilateraldiscussionswiththecountries.51218StudytoursanddelegationsvisitingGermanyTherestrictionsontravelcausedbytheCOVID-19pandemicresultedinacleardropinthenumberofstudytoursandvisitsbydelegationscomparedwiththeprecedingyear(44).Large-scaleeventsLarge-scaleeventslikeenergydaysarekeymilestonesinthecooperationintheenergypartnershipsanddialogues.Almosteverypart-nershipimplementedoneoftheseevents.Mostoftheseeventswereheldonlinein2020.6Formorethantenyears,Germanyhasbeenmaintainingbilateralenergypartnershipsandenergydialogues.FortheFederalGovernment,theseareakeyinstrumentwithinastrongandgrowingglobalnetworkofcountrieswhoseenergysystemsareundergoingacompre-hensivetransformation.Aregularintergovernmentaldialogue,workinggroupsandspeci-ficjointprojectsservetostimulateinnovationintheenergysector,thuspavingthewayforaglobalenergytransition.PartnershipscontinuetheirdynamicdevelopmentDespitetheCOVID-19pandemic,aquickandseamlessmovetovirtualformatsmadeitpossibletocontinuethediscussionsonkeyopportunitiesandchallengesfortheglobalenergytransitionin2020.Issuessuchasnetworkandsystemrules,electricitymarketdesign,hydrogenstrategies,thecoalphase-out,energyaudits,energyefficiencyinbuildings,gridexpansion,cybersecurityandblock-chain,butalsobroaderquestionsregardingthesocialdimensionofstructuralchangeorlocaleco-nomicandemploymenttrendswereaddressedinthecontextof119workshops,87steeringgroupmeetingsandbilateraltalks,and18large-scaleevents.Asthesefiguresshow,thelevelofinterestinGer-many’senergytransitionremainshigh–andsoisthewillingnesstoengageinaclosedialogueonthepartofpolicymakers,butalsobusiness,academiaandcivilsociety.TogetherwithGermany’smorethantwentypartnercountries,theFederalMinistryforEconomicAffairsandEnergy,whichisrespon-siblefortheenergydialoguesandenergypartner-ships,ispursuingthegoaloftransformingourenergysystemsinawaythatiseconomicallyandsociallyattractive.HydrogenasakeyelementoftheenergytransitionToensurethelong-termsuccessoftheenergytransitionandtomakeprogressonclimatechangemitigation,weneedalternativestofossilfuels.TheFederalGovernment,seekingtosupportthemarketramp-upofgreenhydrogen,developedaNationalHydrogenStrategyin2020,completewithasubstantialActionPlandetailingthemeasurestobetakenatnationalandinternationallevel.Theobjectiveistoensurethatthefuturenationaldemandforgreenhydrogenanditsderivativeswillbemet.Inadditiontoharnessingdomesticpoten-tialforproduction,wearelookingforreliableinternationalpartnersfortheproductionandtransportofhydrogenandareestablishingcooper-ationandimportstructurestothiseffect.Theclosedialogueandtrustingcooperationwithinourener-gypartnershipsanddialogues,inparticular,opensuppromisingpossibilitiesforjointprojectsandfortrialsofimportroutesandtechnologies.Asearlyasin2020,itprovedpossibletolaythegroundworkforthefirsttwointernationalgreenhydrogenprojectstoreceivefundingfromtheNationalHydrogenStrategy.JoiningforcesforasuccessfulglobalenergytransitionHowmorethantwentypartnercountriesareworkingtowardsasustainableenergysupplyJOININGFORCESFORASUCCESSFULGLOBALENERGYTRANSITION7OneisajointprojectwithourpartnercountryChile.Underthisproject,theworld’sfirstintegrat-edcommercialinstallationfortheproductionofclimate-neutralfuelwillbedevelopedbySiemensEnergyandinternationalpartners.PorscheAGisactingasthebuyerofthefuel.ThesecondprojectispartofthecooperationwithSaudiArabiaandinvolvesthyssenkruppUhdeChlorineEngineers,whowillsupplytheelectrolys-erforthegreenhydrogenpilotproject‘ElementOne’inNEOM,afuturisticregionbeingdevelopedinSaudiArabia.Analkali-electrolysismodulewithacapacityof20megawattswillserveasakeyele-mentofamethanol-productionplant.By2025,aninstallationproducinghydrogenandammoniaonthebasisofsolarandwindenergyandatanindus-trialscaleistobeconstructed.Theammoniaistobeshippedinternationallyandbereconvertedintohydrogenpriortobeingusedinthetransportsec-toretc.Inadditiontolargepilotprojects,theenergypart-nershipsanddialoguesfocusonregulardiscus-sionsonthepoliticalframeworkandonfundingoptions,andonnewstudiesinthiscontext.TherangeoftheworkincludesafeasibilitystudyforaprojectinIndia,supportforsmall-scaleprojectsinRussia,consultancyonMorocco’shydrogenstrate-gy,workshopsonbusinessopportunitiesinChinaandAustralia,specifictrainingprogrammesongridintegrationintheArabworld,sector-specificdia-logue,andabusinessroundtableinUkraine.Inotherwords:itishighlydiverse!NewenergypartnershipwithUkraineOn26August2020,FederalMinisterforEconomicAffairsandEnergyPeterAltmaierandtheUkraini-anMinisterofEnergyatthetime,Dr.OlhaBuslavets,signedaJointDeclarationofIntentontheestab-lishmentofanEnergyPartnershipunderwhichthebilateralcooperationonenergybetweenGer-manyandUkraineistobefurtherintensifiedandtheprocessofmodernisingtheUkrainianenergysectorgivenlong-termsupport.Partnershipsasameansoffindingcountry-specificsolutionsTheyear2020showedonceagainthatenergypart-nershipsplayaprominentroleindevelopingsus-tainable,country-specificapproachestothechal-lengesposedbytheenergytransition.Theyareinstrumentalnotonlyinpromotingtheworldwideexpansionofrenewablesandthedisseminationofefficientenergytechnologies,butalsoinensuringapermanentinternationaldialogueonpoliticalandeconomicissuesrelatedtotheenergytransition.Itislikelythatthecooperationontheenergytran-sitionwillbefurtherintensifiedasthetrendtowardsagreatercommitmenttoclimateneutrali-tycontinues.8AL
