缔约方会议
重申德班加强行动平台问题特设工作组应当在《公约》之下开展工作并遵循
《公约》原则,
回顾《公约》第二条列明的目标,
又回顾缔约方会议的所有有关决定,尤其是第 1/CP.17 号、2/CP.18 号和
1/CP.19 号决定,
申明决心在缔约方会议第二十一届会议(2015 11-12 )上通过一项《公
约》之下对所有缔约方适用的议定书、另一法律文书或某种有法律约束力的议定
结果,从而加强适应行动
回顾2/CP.19 号和 2/CP.20 号决定(候变化影响相关损失和损害华沙国
机制),欢迎在秘鲁利马在执行气候变化影响相关损失和损害华沙国际机制方面
取得的进展,
2020 年之前全球温室气体年排放量作出的减缓保证的总合效果,另一方面是为
使全球平均温升幅度维持在与工业化前水平相比低于 2℃或 1.5所需达到的总
合排放路径,
1. 确认德班加强行动平台问题特设工作组应争取尽早完成第 1/CP.17 号决定
2段所述的工作,以便在缔约方会议第二十一届会议上通过一项《公约》之下
对所有缔约方适用的议定书、另一法律文书或某种有法律约束力的议定结果;
2. 决定《公约》之下对所有缔约方适用的议定书、另一法律文书或某种有
法律约束力的议定结果应以均衡的方式处理减缓、适应、融资、技术开发和转
让、能力建设、以及行动与支持的透明度等问题;
3. 强调致力于在 2015 达成一项有力度的协定,在顾及国情差异的情况下
反映共同但有区别的责任和各自能力的原则;
4. 敦促发达国家缔约方向发展中国家缔约方,特别是向极易受气候变化不
利影响的缔约方的有力度的减缓和适应行动提供和调集更多的财政支持,承认其
他缔约方提供的辅助支持
5. 注意到在利马在拟定附件所载谈判案文草案内容方面取得的进展

6. 决定德班加强行动平台问题特设工作组将加紧工作,以求在 2015 5
之前出台一份《公约》之下对所有缔约方适用的议定书、另一法律文书或某种有
法律约束力的议定结果的谈判案文;
7. 秘书处根据《公约》的规定和适用的议事规则向缔约方通报上文第 6
段所述谈判案文,同时指出,这项通报并不影响结果是一份《公约》之下对所有
缔约方适用的议定书、另一法律文书、还是某种有法律约束力的议定结果;
8. 注意到本决议中所述与拟作出的本国自定的贡献相关安排不影响缔约方
拟作出的本国自定的贡献的法律性质和内容,也不影响《公约》之下对所有缔约
方适用的议定书、另一法律文书或某种有法律约束力的议定结果的谈判案文的内
容;
9. 再次请各缔约方向秘书处通报为实现《公约》第二条列明的目标而拟作
出的本国自定的贡献;
10. 商定各缔约方为实现《公约》第二条列明的目标而拟作出的由本国自定
的贡献将超越各缔约国目前的承诺;
11. 又商定最不发达国家和小岛屿发展中国家可在拟作出的本国自定的贡献
中通报关于反映其国情的温室气体低排放发展战略、计划和行动的信息
12. 所有缔约方考虑通报其在适应行动规划方面的承诺,或考虑在拟作出
的本国自定的贡献中列入适应方面的内容;
13. 再次请所有缔约方以有利于拟作出的本国自定的贡献的明晰度、透明度
及易于理解的方式,在缔约方会议第二十一届会议之前尽早通报拟作出的本国自
定的贡献 (能力的缔约方应在 2015 第一季度之前通报)
14. 商定缔约方在通报拟作出的由本国自定的贡献时为促进明晰度、透明度
和理解而提供的信息可酌情包括:关于参考(酌情包括基准年)、执行时间框架
()期限、实施范围和覆盖面、规划进程、假设和方法的量化信息,包括关于
估计和核算人为温室气体排放量以及可能的清除量所用方法的量化信息,以及缔
约方为何认为其拟作出的本国自定的贡献从国情看公平而有力度,如何能促进实
现《公约》第二条列明的目标;
15. 再次吁请发达国家缔约方、资金机制经营实体及其他任何有能力的组织
为可能需要支持的缔约方拟定和通报拟作出的由本国自定的贡献提供支持;
16. 秘书处:
(a) 在《气候公约》网站发布收到的关于拟作出的本国自定的贡献的
报;
(b) 2015 11 1日之前编写一份关于在 2015 10 1之前通报的
缔约方拟作出的本国自定的贡献的总合效果的综合报告;

5-01820“Emissionreductions”meansthesumofallreducedemissionsandincreasedcarbonstocks;(Otherdefinitionsasneeded.)C.General/Objective1.Thisagreementaimstoachieveuniversalparticipationandistofurtherenhancethefull,effectiveandsustainedimplementationoftheprinciplesandprovisionsoftheConvention,commitmentsundertheConventionandexistingdecisions,andtostrengthenthemultilateralrules-basedregimeundertheConventioninordertoachievetheobjectiveoftheConventionassetoutinitsArticle2.2.AllPartiestostrivetoachievelowgreenhousegasclimate-resilienteconomiesandsocieties,onthebasisofequityandinaccordancewiththeirhistoricalresponsibilities,commonbutdifferentiatedresponsibilities/evolvingcommonbutdifferentiatedresponsibilitiesandrespectivecapabilities,inordertoachievesustainabledevelopment,povertyeradicationandprosperityforthebenefitofpresentandfuturegenerationsofhumankind,takingfullyintoaccountthehistoricalresponsibilityofdevelopedcountryPartiesandtheirleadershipincombatingclimatechangeandtheadverseeffectsthereof,andbearinginmindthateconomicandsocialdevelopmentandpovertyeradicationarethefirstandoverridingprioritiesofdevelopingcountryParties.3.Option1:AllPartiestotakeactionandcooperatetofurtherimplementtheConventioninordertoreachitsultimateobjectiveasstatedinitsArticle2,onthebasisofequityandinaccordancewiththeirhistoricalresponsibilitiesandcommonbutdifferentiatedresponsibilities/evolvingcommonbutdifferentiatedresponsibilitiesandrespectivecapabilities,byachievinganemissionpathwayconsistentwithlimitingtheglobalaveragetemperatureincreasetobelow2°Cor1.5°Cabovepre-industriallevels,whichentails:3.1Option(a):Ensuringsignificantglobalgreenhousegasemissionreductionsoverthenextfewdecadesora40–70percentreductioninglobalgreenhousegasemissionsbelow2010levelsby2050andnear-zeroemissionsofcarbondioxide(CO2)andotherlong-livedgreenhousegasesbytheendofthecentury;Option(b):Ensuringthatglobalgreenhousegasemissionspeakby2020atthelatest,arereducedbyatleast50percentby2050andcontinuetodeclinethereafter;Option(c):Ensuringsignificantglobalgreenhousegasemissionreductionsoverthenextfewdecadesinordertoachieveaglobalgoalforsubstantiallyreducingglobalemissionsby2050/consistentwiththeagreedglobalgoalforsubstantiallyreducingglobalemissionsby2050/consistentwiththeagreedglobalgoal,andbasedonthebestavailablescientificknowledgeandequitableaccesstosustainabledevelopment;3.2Ensuringresilienceandadaptivecapacitytotheadverseeffectsofclimatechange,whilerecognizingthelocal,nationalandglobaldimensionsofadaptation;3.3Ensuringthatallinvestmentsareresilienttoclimatechange/consistentwithsustainabledevelopmentandfacilitatethetransitiontolow-emissiondevelopmentpathsandensuringtheadequacyoffinancial,technologyandcapacity-buildingsupportfordevelopingcountriestowardsachievingtheimplementationofthisagreement/objectiveoftheConvention.Option2:AllPartiestoenhanceactionandcooperatetofurtherimplementtheConventioninordertoreachitsultimateobjectiveasstatedinitsArticle2,inordertostabilizegreenhousegasconcentrationsintheatmosphereatalevelthatwouldpreventdangerousanthropogenicinterferencewiththeclimatesystemandtoallowecosystemstoadaptnaturallytoclimatechange,inordertoensurethatfoodproductionisnotthreatenedandtoenableeconomicdevelopmenttoproceedinasustainablemanner,whichentails:3.1Partiestourgentlyworktowardsthedeepreductioninglobalgreenhousegasemissionsrequiredtoholdtheincreaseinglobalaveragetemperaturebelow2°C/1.5°Cabovepre-industriallevelsandtoattainaglobalpeakingofglobalgreenhousegasemissionsassoonaspossible,reaffirmingthatthetimeframeforpeakingwillbelongerfordevelopingcountries;3.2Parties’effortsshouldbeundertakenonthebasisofequityandcommonbutdifferentiatedresponsibilitiesandrespectivecapabilities,andtheprovisionoffinance,technologytransferandcapacity-buildingtodevelopingcountriesinordertosupporttheirmitigationandadaptationactionsundertheConvention,andtakeintoaccounttheimperativesofequitableaccesstosustainabledevelopment,thesurvivalofcountriesandprotectingtheintegrityofMotherEarth.FCCC/CP/2014/10/Add.1GE.15-018209Option3:AllPartiestotakeactionandcooperatetofurtherimplementtheConventioninordertoreachitsultimateobjectiveasstatedinitsArticle2,onthebasisofequityandinaccordancewiththeircommonbutdifferentiatedresponsibilities/evolvingcommonbutdifferentiatedresponsibilitiesandrespectivecapabilities,byachievinganemissionpathwayconsistentwithlimitingtheglobalaveragetemperatureincreasetobelow2°Cor1.5°Cabovepre-industriallevelsandwithachievingclimateresilience.4.Partiesrecognizethatthelevelandpaceofmitigationambition/effortswilldeterminetheextenttowhichPartieswillneedtoadaptandaddresslossanddamage,andassociatedcoststhereof,aswellastheneedtoexploreholisticandmutuallyreinforcingapproachestoenhancingmitigationandadaptationeffortsandtoincreasetheoveralllevelofambition,whichwilldependontheextentoffinancial,technologyandcapacity-buildingsupportprovidedbydevelopedcountryPartiestodevelopingcountryParties.5.Option1:EachPartytotakeactionatthehighestlevelofambition/mitigationambition,reflectingitsnationalcircumsta ientific,technical,proceduraloradministrativecharacter;97.2AnnexestotheagreementshallbeproposedandadoptedinaccordancewiththeproceduresetforthinArticleX,paragraphsxandx;97.3Anannexthathasbeenadoptedinaccordancewithparagraph97.2aboveshallenterintoforceforallPartiestotheagreementsixmonthsafterthedateofthecommunicationbytheDepositarytosuchPartiesoftheadoptionoftheannex,exceptforthosePartiesthathavenotifiedtheDepositary,inwriting,withinthatperiodoftheirnon-acceptanceoftheannex.TheannexshallenterintoforceforPartieswhichwithdrawtheirnotificationofnon-acceptanceontheninetiethdayafterthedateonwhichwithdrawalofsuchnotificationhasbeenreceivedbytheDepositary;97.4Theproposal,adoptionandentryintoforceofamendmentstoannexestotheagreementshallbesubjecttothesameprocedureasthatfortheproposal,adoptionandentryintoforceofannexestotheagreementinaccordancewithparagraphs97.2and97.3above;97.5Iftheadoptionofanannexoranamendmenttoanannexinvolvesanamendmenttotheagreement,thatannexoramendmenttoanannexshallnotenterintoforceuntilsuchtimeastheamendmenttotheagreemententersintoforce.Option3:Opt-in(ratificationprocedure).Option4:Simplifiedprocedureforthemitigationcommitments.98.Settlementofdisputes(basedonArticle19oftheKyotoProtocol):TheprovisionsofArticle14oftheConventiononsettlementofdisputesshallapplymutatismutandistothisagreement.99.Voting/Righttovote(basedonArticle18oftheConvention):99.1EachPartyshallhaveonevote,exceptasfollows:REIOs,inmatterswithintheircompetence,shallexercisetheirrighttovotewithanumberofvotesequaltothenumberoftheirmemberStatesthatarePartiestothisagreement.SuchanorganizationshallnotexerciseitsrighttovoteifanyofitsmemberStatesexercisesitsright,andviceversa;99.2PlaceholderforprovisionswithrespecttoPartieswhoputforwardajointcontribution.100.Depositary(basedonArticle19oftheConvention):TheSecretary-GeneraloftheUnitedNationsshallbetheDepositaryofthisagreement:Option1:InadditiontothenormalfunctionsoftheDepositary,theDepositaryshouldalsoholdandmanagearepositoryofcountrycontributiondocuments;Option2:NoadditionalfunctionsfortheDepositary.101.Reservations(basedonArticle24oftheConvention):Option1:Noreservationsmaybemadetothisagreement;Option2:Provideforreservations.FCCC/CP/2014/10/Add.144GE.15-01820102.Withdrawal(basedonArticle25oftheConvention):Atanytimeafter[X]yearsfromthedateonwhichthisagreementhasenteredintoforceforaParty,thatPartymaywithdrawfromthisagreementbygivingwrittennotificationtotheDepositary.AnysuchwithdrawalshalltakeeffectuponexpiryofoneyearfromthedateofreceiptbytheDepositaryofthenotificationofwithdrawal,oronsuchlaterdateasmaybespecifiedinthenotificationofwithdrawal.AnyPartythatwithdrawsfromtheConventionshallbeconsideredasalsohavingwithdrawnfromthisagreement.103.Authentictext(basedonArticle26oftheConvention):Theoriginalofthisagreement,ofwhichtheArabic,Chinese,English,French,RussianandSpanishtextsareequallyauthentic,shallbedepositedwiththeSecretary-GeneraloftheUnitedNations.StructuralsuggestionsAllinstitutionalissuesshouldbeaddressedinoneplace.Includespecificinstitutionalarrangementsundertherespectiveelementsoftheagreement.Considertherelationshipbetweenthevariousmechanismsoncethereisclarityonthecontentofnewmechanisms.Annex/AnnexA/AnnexB/Attachments(forparagraph77,options1,2and3)[…]10thplenarymeeting14December2014
