中欧能源合作平台ECECP1AboutECECP平台简介中欧能源合作平台（ECECP）于2019年5月15日启动，旨在支持和执行《关于落实中欧能源合作的联合声明》中宣布的各项活动。2019年4月9日，在布鲁塞尔举行的第八次中国-欧盟能源对话上，中国国家能源局局长章建华先生与欧盟气候行动和能源专员米格尔-阿里亚斯·卡尼特（MiguelAriasCañete）共同出席并签署了《关于落实中欧能源合作的联合声明》。正在出席第21次欧盟-中国领导人峰会的中国国务院总理李克强、欧盟委员会主席让-克劳德·容克（Jean-ClaudeJuncker）、欧洲议会主席唐纳德·图斯克（DonaldTusk）共同见证了这一历史时刻。启动实施中欧能源合作平台（ECECP）被明确写入了此次中欧领导人会晤的联合公报。ECECP的总体目标是加强中欧能源相关事务合作，增进中欧之间的相互信任和理解，并在构建可持续、可靠和安全的能源系统的共同愿景基础上促进全球向清洁能源转型。自启动实施以来，平台广泛聚集了中欧能源相关的政府机构、协会组织、行业企业以及领先的研究和智库机构等众多参与者，并致力于通过专业深入的联合研究和形式多样的活动，推动中欧在能源政策、能源行业改革、监管、能源市场和创新能源技术的商业化等方面开展交流对话与合作。2组织与执行/OrganisationandImplementationECECP由欧盟能源总司和中国国家能源局提供政策指导，并由欧盟外交政策工具提供资助。ECECPisjointlysteeredbytheEuropeanCommission’sDirectorate-GeneralforEnergy(DGENER)andtheChineseNationalEnergyAdministration(NEA),andfundedbytheEUForeignPolicyInstrument.一期项目PhaseI(2018.10-2021.10)二期项目PhaseII一期项目延期PhaseIextension(2021.10-2024.01)艾思赋国际咨询公司（ICF）、国家发改委能源研究所（ERI）、中节能咨询公司（CECEP）艾思赋国际咨询公司（ICF）、国家发改委能源研究所（ERI）项目执行机构Projectimplementation联合研究JointResearch政策对话PolicyExchanges会议会展Workshops&Expos考察出访FieldTrip&Visits媒体传播MediaEU-ChinaEnergyCooperationPlatformwaslaunchedon15May2019tosupporttheimplementationofactivitiesannouncedinthe‘JointStatementontheImplementationofEU-ChinaEnergyCooperation’.TheJointStatementwassignedinBrusselson9April2019duringthe8thEU-ChinaEnergyDialoguebetweenCommissionerforClimateActionandEnergyMiguelAriasCañeteandtheAdministratoroftheNationalEnergyAdministrationofChina,MrZHANGJianhua,onthesamedayasthe21stEU-ChinaLeaders’Summit.ItwaswitnessedbyJean-ClaudeJuncker,PresidentoftheEuropeanCommission;DonaldTusk,PresidentoftheCouncilofEuropeandDrLiKeqiang,PremierofChina.ThestartoftheimplementationoftheEU-ChinaEnergyCooperationPlatform(ECECP)wasincludedinthejointcommuniqueissuedattheEU-ChinaLeaders’Summit.TheplatformaimstoenhanceEU-Chinacooperationonenergy,whichwillhelpincreasemutualtrustandunderstandingbetweenEUandChinaandcontributetoaglobaltransitiontowardscleanenergyonthebasisofacommonvisionofasustainable,reliableandsecureenergysystem.Sinceitsimplementation,theplatformhasattractedawidearrayofenergyplayersinChinaandtheEU,includingrelevantpublicauthorities,energyassociations,energyindustryandbusinesses,aswellasleadingenergyresearchinstitutesandthink-tanks,andhascommittedtocreateopportunitiesforexchangeandvisibilityaswellasnewbusinessprospectsforinnovativecompaniesintheenergysector.123联合声明报告/JointStatementReports《关于落实中欧能源合作的联合声明》中规定了9份专题报告作为中欧能源合作平台的主要成果产出，重点聚焦能源系统、能源效率、可再生能源、创新实体四大领域。The‘JointStatementontheImplementationofEU-ChinaEnergyCooperation’setsoutninethematicreportsasthemainoutcomesoftheEU-ChinaEnergyCooperationPlatform,broadlyfocusingonfourareas:energysyst...
