micexposedtheworld’sfragiledevelopmentprogressandlikewiserevealeditscapacityforfinancialresiliencewhenconfrontedwithdisasters.Thisglobalrobustnessprovidesanopportunitytobuildbackbetterandboostawarenessoftheurgencyandbenefitofsustainabledevelopmentandinfrastructureinvestment.ThisisespeciallycriticalinthefaceoftheRussianinvasionofUkraineandthedisruptionsinglobalsupplychainsthatexacerbatetheneedtoboostinnovativesolutionstoaddresstheclimateandfoodemergency.Theworldwidetransformationtodigitaleconomiesisakeydriverintheimportantagendaofsustainablefinance.Supportingthistransformationisthedigitalmultilateralplatform,SOURCE,whichhelpsensurewell-preparedinfrastructureprojectsingovernments’digitalizationagendas.SOURCEisaglobalandscalableinformationtechnologyplatform,hostedbytheUnitedNations,actingasauniquedeliverysystemfortheworld’sbestpracticesininfrastructureprojectdevelopment.Itsstructureddata-basedapproachisdesignedtostrengthenaccountabilityandtransparencyandtosupportinformeddecisionsthatmeetlocal,regional,andglobalstandards.TheSOURCEframeworkisdesignedtooptimizetheefficiencyofstimuluspackagesbeingpreparedinresponsetoCOVID-19,byensuringswiftdeploymentofinvestmentswhilepreservingtheircompliancewithobjectivessuchastheSustainableDevelopmentGoalsandtheParisAgreement.SOURCEisledandfundedbymultilateraldevelopmentbanksthroughitscouncilcomposedoftheAsianDevelopmentBank(ADB),EuropeanBankforReconstructionandDevelopment(EBRD),EuropeanInvestmentBank(EID),Inter-AmericanDevelopmentBank(IADB),andWorldBank,withtheAfricanDevelopmentBankandAsianInfrastructureInvestmentBankasobservers.TheSustainableInfrastructureFoundation(SIF)istheimplementingagencymanagingSOURCE.SIFisregisteredasanonprofitfoundationestablishedinSwitzerlandandhasofficialobserverstatusintheG20InfrastructureWorkingGroup.SOURCEprovidesastandardbenchmarkframeworkforprojects,withaspecificapproachforeachsectorandprocurementmode.Thisenablesassessmentandcomparisonoftheeffectivenessofaprojectoranentireportfolioagainstbenchmarksandstandards,suchastheQualityInfrastructureInvestmentprinciples,theEuropeanUnionTaxonomy,andtheUnitedNations’SustainableDevelopmentGoals.Asystematicdigitaltaggingofenvironmental,social,andcorporategovernanceassetsisintendedtocreateamarketplaceattractinginvestorsandmobilizingfinancingfromtheprivatesector.SOURCE’ssector-specificsetsofquestions,coveringallstagesoftheprojectcycle,strengthentheinputsofpublicsponsorsandhelpraiseawarenessamongprojectdevelopersofcriticalenvironmental,social,andgovernancecriteria;climatechangemitigationandresilience;procurementtransparencyandopenness;inclusiveness;genderequalityandequity;employmentcreation;andfinancialandfiscalsustainability.xExecutiveSummaryOn18July2020,theG20financeministersandcentralbankgovernorsendorsedSOURCE“toenableasystemictransitiontothedigitalizationofinfrastructureprojectdevelopmentanddatacollectionaspartofadvancingtheworkrelatedtotheQualityInfrastructureInvestmentprinciples.”Thisambitionreflectsthecoordinatedeffortsofmultilateraldevelopmentbankstoexercisesharedleadershipforthebenefitoftheirmembers.IntroductionBackgroundTheUnitedNationsSustainableDevelopmentGoals.InfrastructureinvestmentisakeycomponentoftheUnitedNations(UN)2030AgendaforSustainableDevelopment1andisrecognizedasacrucialdriverofeconomicdevelopment.ThisAgendaforSustainableDevelopmentincludes17SustainableDevelopmentGoals(SDGs),eachwithitsrespectivetargetsandindicatorsandplanforimplementation.Infrastructureisanexplicitgoal(SDG9)andanimplicitmeanstoimplementandachieveotherSDGs.Sincethequality,quantity,andaccessibilityofeconomicandsocialinfrastructureindevelopingcountrieslagtheadvancedeconomies,scalingupinfrastructureinvestmentisakeypillarinmanynationaldevelopmentstrategies.Infrastructuregap.Formostemerginganddevelopingcountries,themajorobstacleinmobilizingandchannelingprivatecapitalininfrastructureisthelackofapipelineofwell-prepared,bankable,andinvestableprojects.Theincentivesarelowforpotentialprojectsponsorstocommittothehighdevelopmentcostsofbidproposals,duetoprojectimplementationuncertainties.Theinabilityofsovereignandsub-sovereignagenciestoprepareaconsistentsupplyofstructuredprojectsofferingastandardizedriskallocationschemeandsatisfactoryinvestmentreturnremainsamajorbottleneck.Thisisbecauseprojectssufferfrompoordevelopmentandunclearlegalandregulatoryframeworks,leadingtodelaysandalackoftransparencyinthebiddingprocess.Bridginglargeinfrastructuregapswillthereforerequiregreatercapacityincountriestoidentify,structure,andprocureprojectsthatmeetinternationalstandards(includinggovernance,social,andenvironmental).Themultilateraldevelopmentbankshaveallacknowledgedthisneedandarethuscommittedtoprivatesectordevelopmentandtoincreaseprivatesectoroperationssignificantlytoward2030.Needforqualityinfrastructure.In2019,JapanassumedtheG20Presidency,2andthemajorinfrastructureoutcomewastheendorsementoftheG20PrinciplesforQualityInfrastructureInvestment.ThepreambletotheprinciplesnotesarenewedemphasisonqualityinfrastructureinvestmentthatwillbuildonpastG20presidency
