rethan110points.Thisyear,forthefirsttime,asecondmarkethasmovedclosertothethreshold:Chinascores98points.Amongthe35markets,NorwayisstilltheonlycountrywithanEVsalesshareofmorethan50%.Astunning88%ofallnewcarssoldinNorwayin2022wereeitherbatteryelectricvehicles(BEVs)orplug-inhybridelectricvehicles(PHEVs).2.AmbitiousFollowers—whereallprerequisitesforEVmobilityareinplaceandEVsareonthevergeofbecomingmainstream.ExamplemarketsinthiscategoryareGermany,Singapore,andtheUK.AmongAmbitiousFollowers,EVshaveincreasedtheirsalessharestomorethan30%.Inleadingmarkets,afullrangeofEVmodelsindifferentformatsandpricerangesisavailable,servingabroadspectrumofclientneeds.However,eveninleadingmarkets,OEMsarestillunderpressuretoexpandtheirEVofferings,especiallytotheentrymarketsegment.3.EmergingEVMarkets—whereconditionsforEVsarestillinferiortothoseforICEvehicles,eventhoughcustomersarebecomingmorecomfortablewiththeideaofEVsasinfrastructureisrampingup.ExamplemarketsaretheUS,Japan,theUAE,andIndia.Here,weseemainlyscoresbetween40and60,withtheUAEandHongKongemergingasthefront-runnerswithascoreof57.Inthesemarkets,westillseeafewoperationalandfinancialdrawbacks.However,thesecountrieshavedemonstratedaclearintentiontomakesteadyprogresstowarde-mobility.Theyaremakingsignificantinvestmentstoboostthelandscape—andwilllikelycatchupsoon.Forexample,anentrepreneurialculture7REPORT:GEMRIX2023andastart-upecosystemhaveplayedapivotalroleindrivingEVinnovationsintheAmericas,SoutheastAsia(SEA),andtheMiddleEast.Furthermore,theUAEhasexperiencedanincreaseinEVcharginginfrastructureowingtogovernment-ledinitiatives,asignificantcatalystbehindtheincreasingnumberofconsumerswillingtobuyanEVastheirnextvehicle.4.StarterMarkets—whereEVshavejustenteredthegameandstillfacemajorchallengesintermsofcostsandinfrastructurereadiness.ExamplemarketsareSouthAfrica,Malaysia,andTürkiye.InStarterMarkets,electricmobilityisjustbeginningtoentertheconversation.Consumersareexcitedaboutembracingsustainabletechnologies,includingEVs,asreflectedinthesecountriesscoringhighinreadiness.Givenlowerfuelcostsintheseregions,highertotalcostofownership(TCO)ofanEVisadeterrent.ThelimitedavailabilityofEVoptionsisyetanothermajorissue.Additionally,givenglobalawarenessregardingclimatechangeandacallforsustainability,theseregionshaveventuredintoelectricmobilityandannouncedinitiatives,butexecutionandimplementationatscaleremaintobeseen.AlthoughtheexpansionoftheEVcharginginfrastructureisstillinitsnascentstage,thesecountriesarelikelytoascendintherankingsasconcernssurroundingchargingaccessibilityarealleviated.Moreover,governmentsexhibitastronginclinationtowardpromotinge-mobilityinpublictransportation.RegardingCustomerReadiness,costisoneofthemost,ifnotthemost,importantdriversofEVadoption.ThisposesachallengeindevelopingcountriesasEVpricesarestillhighandincomeiscomparativelylow.Thus,OEMsneedtodecreasecosts,whilegovernmentsneedtocreateincentivestopavetheroadtosuccessandallowcustomerstoenjoyelectricmobility.Especiallyinmarketswithlowcostsforfossilfuels,thereneedstobeimprovementwithTCOforEVstoenableabreakthrough.8ARTHURD.LITTLEIntermsofInfrastructureReadiness,battlingrangeanxiety—thefearthatavehicle’sbatterywillnothavesufficientchargetoreachthedestination—isakeyissue.DCchargersarebecomingmorepopular,astheylowerchargetime,areperfectlysuitedtohighways,anddecreaserangeanxiety.ChargingindustryplayersshouldfocusontheEmergingEVMarkets—asthesecountriesareabouttosolvethechicken-and-eggproblem(i.e.,determiningwhichmustbeinplacefirst,infrastructureorEVs),iftheyhaven’talreadydoneso,andgovernmentsarepushinginfrastructurebuildup,enablingplayerstowinlarge-scalecontracts.InmarketswithaquicklyrisingEVpopulation,thechallengeistokeepupwithinfrastructureinstallationstoavoidcreatingbarrierstoadoption.GovernmentReadinesshingesongovernment’swillingnesstotakethefirststepbyintroducingwideincentivesforpurchasingvehicles.CustomersshouldnotpayapremiumforEVs.Moreover,governmentsneedtoreduceTCObyintroducingincentivesforvehicleusage.PromotingEVadoptioninEmergingEVMarketsandStarterMarketswillgivecharginginfrastructureplayerstheincentivetoenteracountry,creatingareinforcingspiralofEVadoption.BettingonEVsisnolongerariskygamble,andthepredictabilityoftheEVmarketiscontinuingtogrow.Theonlymajordriverthatcannotbepredictedfullyisgovernmentpolicy.However,makingreasonableassumptionsaboutthiswillgivetheindustryinallcountriesfirmgroundonwhichtobasetheirplanning.9REPORT:GEMRIX20231.GEMRIX2023METHODOLOGYGEMRIXevaluatescountries’progresstowarde-mobility,providingacomprehensiveassessmentoftheirsuitabilityforEVadoptionINDEXMETHODOLOGYEachcategoryisfurtherbrokendownintosix&APPROACHto16specificdatametrics,analyzedwithastandardizedmetricforeachcountry,renderingADL’s2023GEMRIXhasbeencalculatedfor47variablespercountry.35countries.Theindexprovidesaplatformtocomparecountries’preparednessandprogressThefivecategoriesareassignedweightstowarde-mobility.GEMRIXiscalibratedaccordingtotheirrelevanceforEVadoption.betweennotionalscoresof0and100.AscoreThecountriescanscoredifferentpointsinof100impli
