ChinesecontextdrawingontheexperiencesoftheCRPPowerProject.ThereviewdoesnotincludeallToolkitrecommendationsasthedevelopmentofthepublicengagementstrategyisanongoinganditerativeprocess.Introduction6前言华润电力(海丰)电厂和中国海洋石油公司(中海油)一体化碳捕集与封存示范项目(华润电力发电项目)以及中英(广东)CCUS中心致力于在华润电力发电项目的整个生命周期了解并实施碳捕集与封存(CCS)公众参与最佳实践,同时向更广大的CCS社区分享其中的经验。本报告对华润电力海丰发电项目和中英(广东)CCUS中心开展的工作进行分析,这将有助于为项目未来工作计划提供指引。这也可能有利于中国范围内的其他CCS项目支持者考虑发展公众参与的策略。这项工作在中国属先例,并且在不断发展中。到目前为止,大多数CCS公众参与项目案例研究都是分析的欧洲、北美和澳大利亚的活动。接下来的重要步骤是思考如何把现有的最佳实践应用到其它的区域环境中。中英(广东)CCUS中心正在积极研究这一课题,本报告希望能获得到目前为止已进行的步骤和分析。第一部分将讨论媒体在影响中国人口高度密集区域里公众对于CCS和碳捕集利用与封存(CCUS)的看法方面起到的作用。2014年12月广东CCS中心举办的研讨会吸引了一批具有影响力的项目利益相关者参加,其中包括项目开发商、中国新闻行业成员和当地及国际公众参与专家和研究员。这些利益相关者在会上分享了他们在中国开展能源基础设施项目所积累的公众沟通经验,并讨论了新闻、网络和社交媒体对公信力的影响方式。第一部分总结了这次研讨会的讨论结果及建议。第二部分将通过回顾华润电力海丰发电项目的运用经验来检验全球碳捕集与封存研究院的沟通和参与工具包(工具包)在中国国情下的实用性。基于攻占参与战略的制定是一个持续和反复的过程,该部分内容并不包括所有的工具包建议。前言7TheroleofthemediaininfluencingpublicopinionofCCS/CCUSinhighlypopulatedareasinChinaBackgroundDevelopinglargeinfrastructureprojectsinanefficientandcosteffectivemannerhasbeenakeydriverforChineseeconomicgrowthoverthelastthreedecades.InNovember2014theNationalDevelopmentandReformCommission(NDRC)authorisedplanstospendalmost$115billionon21supersizedinfrastructureprojectsincludingnewairportsandhigh-speedraillines1.Asignificantchallengetotheactualisationofanumberoftheseproposedenergyinfrastructureprojectshasbeenlocalopposition,causingdelaysandcancellations.Therehasbeenanoticeablerisein‘not-in-my-backyard’(NIMBY)situationsandconflictsthathavearisenaroundaspecificlocality-mostoftenpromptedbythelocalcommunity2–astakeholdergrouptraditionallyperceivedaslesspronetopublicoppositioninChina.OneexampleofpublicoppositiontoinfrastructuredevelopmentswastheYunnanprovinceNuRiverDamspowergenerationproject.On14March2003,theChinaHuadianCorporationsignedaMemorandumofUnderstandingforExploringElectricityGenerationinYunnanwiththeYunnanprovincialgovernmenttobuild13damsontheNuRiver,aimedatprovidinghydropowerof21millionkilowatts(totalinstalledcapacity)andassistingthe1http://www.afr.com/p/national/work_space/in_china_mega_infrastructure_projects_l62GGphlbQTJG6QTAXnVSO2Sun,Y.(2015).Facilitatinggenerationoflocalknowledgeusingacollaborativeinitiator:ANIMBYcaseinGuangzhou,China.HabitatInternational46,130.developmentofthelocaleconomy.ByAugustofthatyear,theprojectwasfacingconcernsoverhowplannedworksmightaffecttheriver,andtheconflictingprioritiesofprojectdevelopmentandriverconservationbecamehighlyvisibleatthenationallevel3.Whattranspiredwasasustainedcampaignbyscientists,academia,journalistsandenvironmentalactiviststostoptheproject,culminatinginthecentralgovernment’sannouncementthattheprojectwouldbesuspended.TheChinaResourcesPower(CRP)HaifengPowerPlantprojectisakeyprojectinChina’s12thFiveYearPlan.Thetotalplannedcapacityforthepowerplantis4x1000MW+4x1000MW.Phase1(Units1and2-2x1000MW)hasrecentlybeencompletedanditisplannedthatPhase2(Units3and4-2x1000MW)willincludeaCO2capturefacility.InChina,allnew-buildcoal-firedpowerstations,includingtheCRPHaifengproject,mustundergoanEnvironmentalImpactAssessment(EIA)process,whichincludesfourpublicconsultationsaswellasapublichearing.TheMunicipalDepartmentofLandandResourcesalsorequiresapublicconsultationprocessforlandusage.TheEIA-basedpublicparticipationprocessiscurrently“theonlyofficialmeansavailableforthepublictovoiceitsconcernsattheprojectlevel”4.However,publicparticipationin3Huang,Y.,Ning,Y.,Zhang,T.,Fei,Y.,2015.PublicacceptanceofwasteincinerationpowerplantsinChina:Comparativecasestudies.HabitatInternational47,11-19.4Li,T.H.Y,Ng,S.T.,&Skitmore,M.(2012).PublicparticipationPart18infrastructureandconstructionprojectsisgrowingandbecomingmoreinfluentialindecision-makingprocesses.5Recognisingthis,theCRPPowerProject,incollaborationwiththeUK-China(Guangdong)CCUSCentrehascommittedtoapublicengagementprocessthatextendsbeyondtheformalEIArequirements.Theprojectacknowledgestheneedforadeeperengagementwiththepublictoensurethatthecommunitiesandkeystakeholderssurroundingtheprojecthavetheopportunitytounderstandtheproject’sobjectives,reducingtheriskofpublicoppositiontotheCCUScomponentoftheprojectduetomisunderstandingormisperception.TheGuangdongCCUSDemonstrationProgrammeEarlyCCSprojectshavedocumentedsignificantgainsinthetimelydevelopmentofCCSpublicengagementbestpractices.6Asaresult,theUK-China(Guangdong)CCUSCentrehasplacedagreatdealofimportanceonincludingapublicengagementstrategyasacorepartofitsdevelopmentplan.TofacilitatethecreationofthisstrategytheCentreisworkingwithleadingChinesesciencejournalist,MsYaminLinfromNanfangMediaGroup,tohelpcommunicateandengagewiththebroadercommunityintheGuangdongprovince.ImportantelementsofthisworkincludethinkingabouttheroleofdifferentstakeholdersandhowCCSpublicengagementbestpracticecanbeappliedtoChineseCCSprojects.ininfrastructureandconstructionprojectsinChina:FromanEIA-basedtoawhole-cycleprocess.HabitatInternational,36.47.5Li,T.H.Y,Ng,S.T.,&Skitmore,M.(2012).PublicparticipationininfrastructureandconstructionprojectsinChina:FromanEIA-basedtoawhole-cycleprocess.HabitatInternational,36.47.6GlobalCCSInstitute2013,TheGlobalStatusofCCS:2013,Melbourne,Australia,138.TheUK-China(Guangdong)CCUSCentrewasestablishedwithsupportfromtheNDRC,theGuangdongDevelopmentandReformCommission,theUKForeignandCommonwealthOffice,theUKDepartmentofEnergyandClimateChangeandtheScottishGovernment.TheCentreisanon-profitorganisation,whichaimstoboostindustrialdevelopmentandacademiccooperationinCCUS,andothernearzeroemissiontechnologiestomitigategreenhousegasemissionstocombatclimatechange.TheCRPHaifengPowerPlantislocatedinXiaomoTown(population13,000)intheHaifengCounty(population746,000).XiaomoTownislocatedonthewestendofShanweiCity,ontheeastcoastoftheGuangdongprovince.Thetowncoversanareaof34.45km2including17villages.Ofthe13,000population,49.6%arefarmersand26.9%arefishermen.Thetownalsoaccommodatesapproximately1,000HongKong,Taiwan,MacauandoverseasChinesepeople.AsthelargestcompanyinHaifeng,CRPhasestablishedandmaintainedcloselinkswiththelocalpublicinXiaomoTown.Forexample,CRPhavehelpedimproveroads,donatedstationeryforlocalschoolsandhelpedimprovelocalschoolfacilities,aswellassetupfinancialgrantstosupportthetertiarystudyoflocalchildren.DevelopingthePublicEngagementStrategyfortheCRPPowerProjectThereisalreadyanimpressivebodyofinternationalresearchintopublicunderstandingandacceptanceofCCStechnology.Theresearchhighlightsthatthemorehighlypopulatedacommunityis,themorechallengingitwillbetofacilitateunderstandingandacceptanceofnewinfrastructureandtechnology–makingitincreasinglyimportanttoconductthe9appropriateduediligencearoundstakeholderidentificationandunderstandingtheneedsandconcernsofimpactedcommunitiesattheearlieststagesofprojectplanning.7Todate,themajorityofCCSprojectcasestudiesreviewengagementpracticesthathavebeenundertakeninlowtomoderatelypopulatedfarmingorindustrialareas.ThustheemergingcollectionofChineseCCSprojectsinhighlypopulatedresidentialareasisprovingtobeanimportantareaforinternationalcollaborativeresearcharoundpublicunderstandingandacceptanceofprojects.8ToascertaincurrentunderstandingandattitudestowardsCCUSacrosstheGuangdongprovincetheUK-China(Guangdong)CCUSCentreandpartnersundertookastudytoidentifypublicopinions.7Bradbury,J.,Ray,I.,Peterson,T.,Wade,S.,Wong-Parodi,G.andFeldpausch,A.(2009).TheRoleofSocialFactorsinShapingPublicPerceptionsofCCS:ResultsofMulti-StateFocusGroupInterviewsintheU.S.EnergyProcedia,1(1),4665-46728GlobalCCSInstitute2014,TheGlobalStatusofCCS:2014,Melbourne,Australia,146.KeyFindingsoftheBaselineSurveyUsingtheGlobalCCSInstitute’sCommunicationandEngagementToolkit9thebaselinequestionnairewasrevisedtofittheGuangdongandCRPPowerProjectcontext.Focusingontheenvironment,climatechangeandenergytechnologies,includingCCUS,thequestionnairewascompletedby2,410participantsinAugust2014.Ofthetotal,5.5%ofparticipantswerefromtheHaifengCounty,Shanwei;6.9%werefromotherareasofShanwei;1.4%fromHuizhou;while71.3%werefromothercitiesinGuangdongand15%camefromotherprovinces.9http://www.globalccsinstitute.com/publications/communication-and-engagement-toolkit-ccs-projectsFigure1RankingofpriorityissuesScoringresultsforselectedsevenoilfields.10Whenaskedtoratethepriorityissuesforlocalcommunity,morethan87%ofpublicstakeholdersrankedenvironmentaseitherimportantorveryimportant.(Figure1).Thiswasfollowedbywaterpollution(82%),housingavailability(79%),wateravailability(78%)andeconomicdevelopment(75%).Inregardtotheperceivedreliabilityofinformationsources,academicpapers,newspapersandbookswereselectedasthethreemosttrustedsources.Theinternetandsocialmediawereselectedastheleasttrustedsources.WhenaskediftheyhadheardofCCUS34.3%respondedpositively,meaningthattwothirdsofrespondentshadneverheardofCCUSbefore.Incontrast,researchfromAshworthandcolleaguesshowsthatpeoplefromdevelopedcountrieshavehigherawareness,with84%intheNetherlands,77%inAustralia,61%inCanadaand36%inScotlandawareofCCStechnology.10WhenaskediftheywouldsupporttheconceptofaCCUSproject58.9%saidtheywouldsupportsuchaprojectwith10.9%showingstrongsupport.Additionallymorethan50%saidtheywouldbeinterestedinattendingaworkshoptolearnmoreaboutCCUS.Theresultssuggestthatthereareopportunitiesforjournalists,academics,otherexperts,andenterprisestoengagewiththepublicthrougheducationactivitiesthatencouragesgreaterunderstandingoftherolethatCCUSmightplayinChina’sfutureenergysupply.10Ashworth,P.etal.,2013.PublicPreferencestoCCS:HowdoesitChangeAcrossCountries?EnergyProcedia,37,pp.7410–7418.Availableat:http://linkinghub.elsevier.com/retrieve/pii/S1876610213009260.TheroleofmediainCCSpubliccommunicationinChinaTheGlobalCCSInstituteandtheBritishConsulateGeneraltoGuangzhou(BCG),supportedamediacommunicationworkshopthatwashostedbytheUK-China(Guangdong)CCUSCentre,SchoolofJournalismandCommunication,JinanUniversityandNanfangMediaResearchInstituteinGuangzhou,Chinaonthe11thDecember,2014.Thepurposeoftheworkshopwasthreefold.First,tobringtogetherarangeofkeystakeholderswithaninterestinCCUSincludingprojectdevelopers,membersoftheChinesejournalismcommunityandlocalandinternationalpublicengagementexpertsandresearchers,tosharetheirexperiencesandlessonsofpubliccommunicationforenergyinfrastructureprojectsinChina.Secondly,tobetterunderstandtheincreasingimportanceofthepublicintermsofshapinggovernmentpolicyandshortlistingprojectsinChina,andfinallytoidentifythebestmethodsforcommunicatingwiththeChinesepubliconCO2emissionreductionsandCCUStechnologies,withaparticularfocusonthemedia.Anumberofpresentationswereprovidedonthetopic,followedbyafacilitateddiscussionbetweenpresentersandparticipants.ThroughoutthepresentationsandfollowingdiscussionsthreemainissueswereraisedthatareusefultoexploretobetterunderstandtheroleofmediawithregardtoCCSprojectsinChina.11JournalismisplayingamoreimportantroleforCCUS.Themedianeedstobeengagedinallnaturalandenvironmentalprojects,whichcreateastormofmediacoveragebecausewhenwetalkaboutacertainlargescaleprojectwithpotentialenvironmentalimpact,publicperceptionandopinionwillbeofgreatinfluencefortheprojectandgovernment.ProfYijinFANDeanoftheSchoolofJournalismandCommunicationJinanUniversityTheroleoftheInternetandsocialmediainChinaItwasrecognisedthatinrecentyears,anincreasingnumberoflargeinfrastructureprojectshavebeendelayed,postponedorcanceledduetonegativepublicopinioninChina.Therewasageneralconsensusamongstworkshopparticipantsthatcommunicatingwithprojectstakeholders(includinglocalcommunities)iscritical,andthatthemediahaveastronginfluenceontheopinionsofthiswider‘public’group.FormanyyearsprintmediahadbeenalmostthesoleinformationsourceformanyChinesepeople.However,withtheadventofmoreopenaccesstotheInternetinChina,WikipediaandBaidupediawerethoughttobehavinganincreasingroleininformingthepublicaboutnewprojects.Althoughthiswasseenasanimportantandhelpfuldevelopment,participantsstillrecognisedtheimportanceofnewspapersandwebsitecontentdeveloperstoworkincollaborationratherthanoppositionsoasnottoconfusepeople.Forexample,internetsearchesfortechnologiesthatareneworperceivedasriskycanleadtomisinformation,resultinginanegativeimpactonoverallattitudesandopinionsaboutatechnology,particularlyifthetechnologyisnotwellunderstood.OneparticipantfeltthatitwasessentialthattherewassomecoordinationbetweennewspapersandotherformsofnewmediaontheInternetsoasnottoconfusethepublic.WikipediaandBaidupediabecomethegeneralsourceofknowledgeforthepublic.Therefore,weshouldprovidedetailedinformationonthesewebsitestopopularisethetechnologyandavoidthespreadingoffalseinformation.Teacher,JinanUniversityThissharpriseinthenumberofWikipediaandBaidupediausersacrossChinawasalsoacknowledgedbyoneleadingChineseacademicwhofeltthattheonsetoftheInternetinChinawasproducinganumberofeverchangingopinionleadersthroughbottom-upempowerment.Suchasituationcanmakeitdifficultforgovernmentandindustrytobefullyacrosswhatthepublicissayingandtheiropinions.12Socialmediahasbecomeanimportantportalforpeopletoexchangetheiropinions;itisabottom-upchannelforchangingopinions.Becauseofthepopularisationofsmartphones,nearly700millionpeopleinChinaexpresstheiropinionsfreelyontheInternet.Andthese“Netizens”areespeciallyactivewhentheirinterestsarecloselyrelatedtoapublicevent.WorkshopParticipant,ChinaDuringtheworkshoptherewasmuchdiscussionaroundhowmuchthegovernmentwouldallow‘heroes’toemergethroughInternetuse.Regardless,itwasnotedthatthepublichasmuchgreaterchoiceinthewaytheyacquireinformation.OneChineseacademicpositedthatmostChinesecitizensnowgettheirnewsthroughSMSratherthantheconventionalservices.Regardlessofwheretheyprefertoaccesstheirinformation,theroleofface-to-facecommunicationandhandsonexperienceswerestillseenasimportantmethodsforeducatingthepublicaboutCCUSandbuildingtrustinaproject.Thepublichasbeentransformedfromapassivetopositivemodeintermsofsearchingforandacquiringinformation.Itisdifficulttofindananswerastowhichisthemostreliablesourceofinformation.WorkshopParticipant,ChinaInformationTransparencyTransparencywasidentifiedasanimportantconceptforgainingpublicconfidenceandtrustinnewtechnologies.Asinothercountries,itwasrecognisedthattherewasaneedtoinformthepublicaboutallthefactors(bothpositiveandnegative)thatmayinfluencetheirattitudestowardsCCUS.TheseincludedoutlininganypotentialdamagefromCO2leakageandnegativeimpactsofconstruction,butalsothebenefitsassociatedwithCCUStechnology.Expertsandcitizenswithpersonalstandingwerealsoseenasimportantconduitsofinformationforthepublic.Itwasrecognisedthatthelevelofimpactonpersonalinterestswoulddeterminethedegreeofpublicpressurethatarosetowardsaproject.BuildingTrustTheCRPPowerProjectrepresentativewasclearontheneedfortrusttoexistbetweenprojectdevelopers,thepublic,andtheGovernment.Hesuggestedthatapositiverelationshipbetweenthethreestakeholdergroupswasnotonlyvitallyimportanttoguaranteethesmoothimplementationofmajorinfrastructureprojectsbutwouldalsoengendercommunitytrustintheproject.However,thereweresomeconcernsthatwhenresidentsbecameinterestedinaproject,theywouldactivelyseeklargesumsofmoneybywayofcompensationtoinducethemtosignthedocumentsrequiredtodemonstratepublicapprovaloftheproject.Anothersocialresearchexpertnotedthatthereiscurrentlyalowlevelofpublicinvo 参与工具包以让其支持广东CCUS公众沟通战略的发展。21ApplicationoftheGlobalCCSInstitute’sCommunicationandEngagementToolkitintheChineseContextBackgroundThissectionexaminestheGlobalCCSInstitute’sCommunicationandEngagementToolkit(theToolkit)anditssuitabilityforapplicationwithintheChinesecontext,makingspecificreferencetotheCRPPowerProject.DrawingontheexperiencesoftheCRPPowerProject,recommendationshavebeenmadethroughoutthissectionthatmayassistthedevelopmentoffuturepublicengagementstrategiesforCCSprojectsinChina.ThediscussiondoesnotincludeallelementsoftheToolkitasthedevelopmentofCRPPowerProjectpublicengagementstrategyisanongoingprocess.TheToolkitwasdesignedasauniversalguideforCCSprojectsdevelopersandisapracticaltoolfordesigningcommunicationandoutreachactivitiesassociatedwithaCCSproject.ItisworthnotingthatastheChinaResourcesPower(CRP)HaifengisintheearlystagesofplanningandinvestigatingthepotentialforCCUS,someoftheactivities(seeTable1)proposedintheToolkit,althoughsuitablefortheproject,havenotbeenappliedyetthecommentsrelatingtotheseactivitiesarebasedontheauthorsopinionsratherthanevidencefromthefield.AkeygoaloftheCentreistopromotepublicengagementbestpracticeandtoinvolvethelocalcommunityintheproject,hencetheToolkithasbeenahelpfultoolforinformingtheearlycommunicationandengagementconsiderationsoftheproject.SuggestedactivitiesUndertakenGatheringsocialdataBaselinesurveyForminganindependentsteeringcommitteeCitizentaskforce/advisoryboardCommunityliaisonofficerStakeholderidentificationSWOTanalysisEstablishingacommunicationandengagementplanEducationPart2Table1CommunicationandEngagementToolkit:listofsuggestedactivitiesrequiredtodevelopaCCSprojectcommunicationandengagementstrategy.Scoringresultsforselectedsevenoilfields.22GatheringsocialdataTheaimofgatheringsocialdataistolearnandunderstandtheconsequencesofaproposedCCSprojectonthepopulationandlocalcommunity.Examplesofsocialdatacategoriesinclude;demographics,politicaltrends,jobgrowthandunemployment,localexperiencewithindustry,historybetweencommunityanddevelopers/regulators,localadvocacygroupsaswellasauthoritystructures.GatheringsocialdatahelpstheprojectdeveloperstolearnandunderstandaboutpotentialconsequencesoftheproposedCCSprojectonthelocalpopulationandwidercommunity.DuringtheearlydevelopmentoftheCRPPowerProject,theNationalGovernmentandtheGuangdongProvincialGovernmentprovidedsubstantialinputintothepowerstationlocation,takingintoconsiderationopportunitiessuchasemploymentandeconomicgrowththattheprojectwouldbringtoXiaomo.TodatetheCRPPowerProjecthasnotgatheredsocialdataasinputintothepublicengagementstrategy.InformationonthesocialdatacategoriesidentifiedintheToolkitarenotreadilyavailabletoprojectdevelopersinChina.Thisispartlyduetothewaynational,regionalandlocalgovernmentsinteractwithoneanotherwhichisdifferenttomuchoftheexistingdocumentedpublicengagementliterature.However,theproactiveapproachoftheCRPPowerProjectManagementTeamhasmeanttheyhaveengagedwithanumberofkeyrepresentativesfromthelocalareatodevelopanintricateknowledgeofthesocialcontextandlocalcommunity.TheproposedstakeholdergroupsidentifiedintheToolkitactasagoodfoundationfordevelopingasocialdatacollectionplanfortheCRPPowerProject.However,maybeworthwhiletoamendsomeofthesocialdatacategoriesthatwillbeinvestigated.ThiswillaligntheToolkitmorecloselywithChinesegovernanceapproaches.ForexampleinChina,hierarchiesofstakeholderinfluencemaydifferfromauthoritystructuresthatexistinothercommunities.BaselinesurveyBaselinesurveyscollectinformationfromindividualswithinthelocalcommunityregardingknowledge,opinionsandattitudestowardsclimatechange,CCSandotherenergytechnologies.ThesurveyactsasanaccompanimenttothesocialdatacollectionprocessandprovidesinsightintotheopinionsofthecommunityandpotentialissuesinrelationtotheCCSproject.AsmentionedinPart1,theCRPPowerProjectundertookaninternetbaselinesurveyaroundtheGuangdongprovince.TheskeletonquestionnairefromtheToolkitprovidedthebasisofthequestionnaire.CCSisnotawell-knowntechnologyinChina,therefore,Nanfangmediareleasedanumberofopinionpiecespriortotheimplementationofthesurvey.ThesewerehelpfulinbuildingknowledgeandawarenessofCCSintheleaduptotheactivity.Thesurveyprovidedsomeinterestinginformationaboutpublicattitudes,howeveronreflectionitmayhavebeenusefultoincludeoneortwoopen-endedquestionstogathermoredetailedinformationinthelocalparticipants’language.Openendedquestionsallowsurveyparticipantstheopportunitytoraiseissuesandconcernsthatmayberelevanttotheexercisebuthaven’tbeencoveredinthequestionnaire.Thiswouldhaveengenderedaresultthatwasmorecompleteinassessingviewsandopinionsofthepublic.23ForminganIndependentSteeringCommitteeGroup(ISCG)TrusthasbeenidentifiedasacriticalcomponentforanyCCSprojecttobeacceptedbyacommunity.Howeveritisnotalwayseasytobuildtrustifaprojectproponentisseentohaveavestedinterestintheproject.OnewaytoassistandovercometheissueofbuildingtrustistoestablishanISCGearlyinthelifeoftheprojectwhichcanbeusedtooverseethecommunicationsoftheoverallprojectplan.TheToolkitrecommendsincludingthefollowingrepresentatives:•IndependentChair•Projectrepresentative•Technicalexperts•Governmentrepresentative•Communicationsexpert•Environmentalnon-governmentorganisationrepresentative•CommunityLiaisonOfficer(seebelow)ThisToolkitactivityhasbeenimplementedtoacertaindegree.TheUK-China(Guangdong)CCUSCentrehasformallyengagedarangeofinternationalexpertstoactasindependentadviserstotheproject.Oftheseadviserstherearesomethathaveexpertiseincommunications/engagementandarerepresentativesfromleadingChineseandinternationalmedia,industryandacademiasectors.AlmostalloftheToolkit’srecommendedrepresentativeshavebeenincludedintheCRPPowerProject’sadvisorygroup,however,theCommunityLiaisonOfficerpostmayberequiredtobesomewhatdifferentbasedonestablishedpracticesinChina(discussedinmoredetailbelow).Itisworthnotingthatbecausethisisaninternationalpanelitrequiresanumberofresourcestocoordinateandbringthegrouptogether.Thishasprovenchallengingasitisearlyintheprojectlifecycleandfundsarelimitedforoperationalactivities.DespitetheCRPPowerProjectrecognisingcommunityengagementasapriority,asisthedevelopmentofthepublicengagementstrategytherearepracticalandfinancialreasonswhytheProjecthaschosentotakeaslow,phasedapproach.CitizenTaskForceThegoalofaCitizenTaskForceistoincreaseawarenessandunderstandingofaproposedCCSprojectandtofacilitateongoingcommunicationandeffectiveworkingrelationshipsbetweenprojectstaffandthecommunity.TherehasbeenaseriesofengagementactivitieswithkeylocalleadersinXiaomo.However,nospecificRecommendation:DrawingontheexperiencesoftheCRPPowerProjectthesesixrecommendationsmayassistthedevelopmentoffuturepublicengagementstrategiesforCCSprojectsinChina.R1.Whendevelopingabaselinesurvey,taketheopportunitytoincludeopen-endedquestionsaswellasthosewhichfocusonthespecificlocalcommunitiesinvolvedwiththeproject.R2.Considerthedevelopmentofadatabasethatprovidesexamplesofpre-existingsurveymeasures(e.g.surveyquestions).SuchadatabasecanbeusefulforotherCCSprojects.R3.EnsurethatmaterialsdevelopedforthebaselinesurveyareeasilyaccessiblebymembersoftheCCScommunity.Thesematerialsmayincludemediaclippings,blogposts,surveyquestionnairesandanalysis.SharethearticlesdevelopedonCCSbyNanfangMediaforfuturereference.24citizentaskforcehasbeenrecruitedforthisprojectandformalisingsuchagroupisnotapriorityfortheCRPPowerProjectortheUK-China(Guangdong)CCUSCentre.However,itcouldpossiblybecomemoreimportantastheprojectprogressesasawayofliaisingmoreproactivelywiththecommunity.EstablishingaCommunityLiaisonOfficer(CLO)ACLOprovidesalinkbetweenthelocalcommunityandprojectdevelopers.TheidealCLOhasasolidunderstandingofthespecificproject,cananswertechnicalquestionsinanaccessiblemannerandcommunicateseffectivelyacrossstakeholdergroups.IdeallyaCLOisawell-respectedmemberofthecommunity22(forexampleateacher).TheToolkitadvisesthataCLOtakesonthefollowingresponsibilities:Fosteringanenvironmentthatsupportscommunityinvolvementandownership.22GlobalCCSInstitute,CommonwealthScientificandIndustrialResearchOrganisation(CSIRO)2011,Communication/EngagementToolkitforCCSProjects,Canberra24.Providingcommunitymemberswithopportunitiestoexpresstheirconcernsandraiseissueswithexperts.Establishingandmaintaininganeffectiverelationshipbetweenthelocalcommunityandtheprojectdevelopers.Buildingcommunityspiritaroundtheproject.TheCRPPowerProjectandUK-China(Guangdong)CCUSCentrehaveestablishedastrongrelationshipwiththeMayorofXiaomowhohasanexcellentunderstandingofthelocalcommunityandhastheskillsrequiredforbuildingrespectfulrelationshipswithcommunitymembers.HehasbeenhelpfulinadvisingkeystakeholdersandwillinglyengageswithISCGrepresentativeswhentheyvisitthetownorpowerstation.Theremaybemeritinconsideringanalternativerepresentativewhodoesnotholdaformalpositioninthetownandhasadifferentrelationshipwiththecommunity.Suchapositionwouldhavetobecarefullymanaged.Atthisstagenoformalpositionhasbeenadvertised,butitisbeingconsideredhowbesttoadaptthedutiesofthisroletotheChinesecontextandpotentiallystillboostlocalemploymentopportunities.StakeholderidentificationandanalysisStakeholdersare:…thosewhohaveaninterestinaparticulardecision,eitherasindividualsorrepresentativesofagroup.Thisincludespeoplewhoinfluenceadecision,orcaninfluenceit,aswellasthoseaffectedbyit23.ThestakeholderidentificationprocessrecommendedintheToolkitassesestheattitudesofstakeholderstowardtheproposedproject.Analysingthese23Hemmati(2002).Multi-StakeholderProcesses-BeyondDeadlockandConflict.London:Earthscan,2.Recommendation:R4.EstablishingaCitizenTaskForcemaynotyetbeaneffectivepublicengagementmechanisminChinaduetothetraditionalroleslocalcommunitieshavehadinthedevelopmentofinfrastructure.HoweverithasbeennotedthroughoutthisreportthattheimportanceofengagingwithlocalcommunitiesisincreasinglyrecognisedasanimportantpartofthedevelopmentofChineseinfrastructureprojects.Therefore,therelevanceofthisToolkitactivitytoCCSprojectsinChinawillneedtobemonitoredandupdated.25attitudeswillhelpdeterminethelevelofinterestandinfluencethesestakeholderswillhave.Stakeholders’attitudesmaychangeoverthedurationofaprojectsoitiscrucialtomonitortheseattitudes.TheCRPPowerProjecthashighlightedstakeholdermanagementasacrucialelementtotheoverallstrategyandkeystakeholdershavebeenidentified.Whilstthesestakeholdercategoriesareyettobedocumentedinthepublicengagementstrategy(asadvisedbytheToolkit)theprojectteamiswellawareofwhotheinfluentialstakeholdersarefromacrossgovernment,industryandacademia.Duetolimitedresources,muchoftheengagementactivitiesfortheUK-China(Guangdong)CCUSCentrehasfocusedonthoseinfluentialstakeholderscriticaltotechnicaloutputs.NowthattheCRPPowerStationisoperational,stakeholderanalysisisapriorityactivity.TheanalysiswillbedoneusingthestakeholderidentificationmatrixtoolavailableintheToolkit(Figure2)24.24GlobalCCSInstitute,CommonwealthScientificandIndustrialResearchOrganisation(CSIRO)2011,Communication/EngagementToolkitforCCSProjects,CanberraFigure2StakeholderIdentificationMatrixScoringresultsforselectedsevenoilfields.26Strengths,Weaknesses,OpportunitiesandThreats(SWOT)AnalysisASWOTanalysisinvolvesidentifyingthestrengths,weaknesses,opportunitiesandthreatsofeachofstakeholders.AformalSWOTanalysishasnotbeenundertakenatthisstage.Thereareplanstodosoatalaterstageoftheproject’sdevelopment.EstablishingaCommunicationandEngagementPlanFromthestakeholdermappingandidentificationprocessacommunicationplancanbedeveloped.Theprocessrequiresprojectteamstoidentifythemostappropriateengagementmethodsforeachindividualstakeholder.Therangeofstakeholderswillbebroadanddiverseandthereforewillrequiretheteamemployacombinationofengagementprocessesthatarebothformalandinformal.Thesocialdatacollectionandbaselinesurveyanalysesareintegralinformationforthedevelopmentofengagementactivities.Thetypesofengagementactivitiesthatcouldbeemployedinclude:•Briefingsandpresentations•PublicDisplays•PublicMeetings•Newsletters•Websites•Workshopsandfocusgroups•Opendaysandsitevisits•Socialnetworking•MediareleasesAroughdraftofproposedactivitieshasbeendevelopedinconjunctionwiththeISCG.Howevertheplanhasnotbeenfinalisedorimplementedinaconcertedwayduetothelackofdedicatedresources.Thatbeingsaidtherehavebeenanumberofactivitiessuchasthebaselinesurvey,workshopandthisreportthathaveprovenhelpfulinanalysinganddocumentingthecommunity’sknowledgeandunderstandingofCCS.SchoolEducationSchoolEducationisanimportantandprizedcomponentofChineselife.Itisalsoawayofengagingwiththeparentsandfamiliesofchildrenonlearningandeducationaltopics.TheToolkitemphasisestheimportanceofeducationandsuggestsanumberofresourcesthatwouldbeusefultodrawupon.InDecember,2014sevenpublicengagementexpertsfromAustralia,AmericaandtheUKvisitedtwoschoolsinXiaomotodemonstratesciencelessonsbasedontheInstitute’sCO2degreesmaterial.CO2degreesprovidesfreeCCSeducationalresourcesforstudentslearningaboutenergy,CO2,climatechangeandlow-carbontechnologies.TheMayorofXiaomoissupportiveofanyadditionaleducationalactivitiesthatcanbeundertakenwiththeschoolsintheregion.TheMayorcommentedontheimportanceoftheactivitiesandopportunitiestocontinuetheseactivitieswiththebroadercommunity.AsthesmallesttowninHaifengCounty,XiaomoishonoredtobethelocationoftheChinaResourcesPowerPlant.Butatthesametime,peopleinXiaomo,whichhasthebestnaturalenvironmentinHaifeng,mainlyliveonfishingaswellasbreedingshrimpsandcrabs,sotheycareparticularlyaboutenvironmentalchanges.ActingresponsiblyforthepeopleinXiaomo,theChinaResourcesPowerPlantspentanextra200millionyuantoinstallenvironmentalprotection27equipment,whichshowstheirsincerity.However,thecommunicationworkcannotbedoneallatonce,andmoreworkneedstobedoneespeciallyoncetheplantisoperational.Isuggestthatpeopleshould,groupbygroup,beinvitedtovisittheplant,particularlytoviewtheoperationoftheenvironmentalprotectionequipment.Forexample,fishermenmaycareaboutitseffectsonqualityofwater,thusitisnecessarytoinvitethemtoseethequalityofthewatertreatment.Peoplegenerallycareforairquality,sotheycanbeinvitedtolookatairpurification.Inordernottodisruptelectricityproduction,theplantcansetasideaspecificdaytopopularizescience,toexplainhowelectricityisgeneratedandthetheoryofenvironmentalprotectionanditsstatus.Atthesametimerelatedquestionscouldbeansweredthroughthecreationofacentreforsciencepopularizationsothateveryonecanactuallybereassured.MayorMeichunTANXiaomoMorerecently,theInstitute’seducationalmaterialshavebeenusedbytheUK-China(Guangdong)CCUSCentretodeliverinformationtomoreschoolsacrosstheregionandthereispotentialforfutureeducationalcollaboration.AccordingtotheDeputySecretaryoftheCRPHaifengPowerPlantproject,theGuangdongDepartmentofEducationisverysupportiveofincludingafocusontheenvironmentandenergyintheirongoingcurriculum.ThereisthepossibilityofworkingwiththemtoadapttheCO2degreesmaterialsandincorporateitintoaformaleducationprogram.NextstepsThisisthefirsttimetheToolkithasbeenformallyappliedinaChinesecontext,howevergiventheearlystageofdevelopmentoftheCRPPowerProjectitistooearlytodrawafullsetofconclusionsabouttheapplicabilityoftheToolkitintheChinesecontext.TodatetheToolkitresourcehasprovidedasolidframeworkfortheCRPPowerProjecttoscopeitsownpublicengagementstrategyandthereisdefinitelypotent
